Crepeau, Jr., Councl~men Robert Woodburn, <br /> Ward Hanson, Charles Crichton. <br /> Absent - Councilman James W!nge~t. <br /> Also Present - Fiscal Consultant Peter Popovich, Attorney James <br /> Lynden, Engineer Oonafld Christoffersen, Treasurer Donald <br /> . Lamb, Planner Orlyn Miller, Clerk Administrator Charlotte <br /> McNlesh, Deputy Clerk Dorothy Zehm. <br /> Approval of Minutes <br /> Woodburn moved, seconded by Hanson, that Counc II approve the <br /> Minutes of the Regular Council Meeting of September 26, 1977 as <br /> amended, and the Minutes of the Special Council Meeting of Septem- <br /> ber 30, 1977 as submitted. Motion carried unanimously. <br /> Business from the Floor <br /> None. <br /> Police Services for 1918 <br /> Woodburn moved, seconded by Hanson, to consider the motion of <br /> September 26, 1977 to contract with Ramsey County Sheriff as soon <br /> as possible. Motion to con51der carried unanimously. <br /> DouQlas Barthanv, 1926 Jerrold, stated that the people are here <br /> to hear the pros and cons re Arden Hills Police vs. Contract with <br /> Ramsey County and asked that the matter be opened for discussion. <br /> Donna Caron said she talked with two signers of the Petition (sub- <br /> mitted at 9/26/77 Councl! Meetlngl who had no Idea what they were <br /> signing; thinks people should know what they are signing. <br /> Rav Jones (resident of Arden Hlllsl said he was not familiar with <br /> what happened at the September 26th meeting and asked that the <br /> Petition be read. (Mayor Crepeau read the Petitlonl. Jones asked <br /> what was done with the Petition by the Council? Crepeau answered <br /> that It~as read, accepted, considered and fiied. <br /> Vlctor.Pomerenke said he Is a friend of the Council and the Police <br /> Department; feels Pollee Department Is part of our city; makes for <br /> a closer-knit community; told of an experience he had which was <br /> resolved by the Arden Hlils po~ice. <br /> Donald Obbarius asked what Is the advantage of County police, other <br /> than saving money? Crepeau said that In ~ast 9 months the morale <br /> of the department has nearly disappeared at times; fea i s City w I i U <br /> ;rece I ve better se!"vl ce from the County. <br /> Doris Canlff aSked what additional service? <br /> . Crepeau said: <br /> i. County has higher level of training. <br /> 2. 10il have same number of officers as we have now (equal <br /> coverage) . <br /> 3. Additional Se rv Ices: <br /> a. trained Juvenl Ie Investigators. <br /> b. Hlgh-Ieve~ expa rt I se in handling the force. <br /> c. Detective services. <br /> C~epeau as~ed Chief George Weber and Captain Fred Spencer (Ramsey <br /> County Sheriff's Department) to describe the contract service. <br /> Hanson noted that the Council has not decided to contract with <br /> Ramsey County Sheriff; motion was deferred to give Interested people <br /> a c.hance to be heard. <br /> Offl cer Me i Fish advised, In reouttal, that he has been trained as <br /> an investigator and Juvenile officer and has been working In this <br /> capacity. <br /> -1- <br />
