Town Crier Pancake House _ Revised Slt~ olan, <br />Art HaQe <br />Mr. Art Hage explained that, because of water and bad soli In the <br />northeast corner of the property, and on the recommendation of Twin <br />City Testing, it was determined to move the building about 10 feet <br />to the south. Hage explained that this reduces the green area on <br />the south side of the building by 5 feet; noted that the revised <br />site plan compensates for this by adding to the green area north <br />of the bul Bdlng. <br /> <br />In discussion, Engineer Christoffersen expressed concern re drainage <br />of the site; referred Council to his letter of 6/6/77 requesting an <br />erosion control plan for the area between the 4' openings and ditch <br />bottom; does not believe that sod will prevent erosion. Hage saId <br />this Is being prepared for the Engineer's approval. <br /> <br />After comparison of revised site plan with original site plan, as <br />approved, Woodburn moved, seconded by Hanson, that Council approve <br />the revised site plan (receIved 9-26-77). <br /> <br />In discussion, Crichton suggested that approval should be contingent <br />upon approval by the City Planner; Motion was not changed to Include <br />this contingency. Motion carried (Woodburn, Hanson, Crepeau voting <br />In favor of the motion; Crichton voting In opposition). <br /> <br />(Plan is to be sent to Planner Miller for his review and comments,) <br /> <br />Final Plat Approval - Karth Lake Estates <br />Deferred to Council Meeting of October 11th. <br /> <br />1978 Budllet. <br />Finance Committee Recommendations <br />Thomas Mulcahy, Finance Committee member, referred Council to the <br />proposed 1978 Budget and to the Finance Committee Minutes of Septem- <br />ber 22nd, and attached Summary of recommended changes affecting the <br />tax levy. <br /> <br />Mulcahy referred Council to two "pie charts" Indicating d978 Pro- <br />posed Revenue and 1978 Proposed Expenditures, and reported that the <br />Finance Committee recommends adoption of the 1978 Budget as proposed, <br />with the changes listed In the Summary, which results In approxi- <br />mately the same mill rate; slight Increase to be transferred from <br />the General Fund Reserve. <br /> <br />Mayor Crepeau thanked Mr. Mulcahy tor his presentation of the Finance <br />Committee's recommendations, and thanked the Finance Committee for <br />Its services on the 1978 Budget. <br /> <br />... In review of the 1978 Proposed Budget, Crichton moved, seconded by <br />Crepeau, to delete the purchase of four (4) chairs (p.12) from <br />General Fund (Council Equipment 540). Motion did not carry (Crichton <br />voting In favor of the motion; Crepeau, Hanson, Woodburn voting In <br />opposition). <br /> <br />Crichton moved to reduce General Fund (Court, Prosecuting Attorney <br />302) from J20,350 to $18,500. Motion was seconded by Crepeau and <br />carried unanimously. <br /> <br />Crichton moved to delete $12,000 from General Fund (General Govern- <br />ment Bldgs. 540) for addition to Public Works Building. Motion <br />was not seconded. <br /> <br />After discussion, Woodburn moved, seconded by Hanson, that $12,000 <br />be transferred to a separate fund (Municipal Land and Bldgs.), re- <br />ducing General Fund, General Government Bldgs. 540 to $3,500 and <br />that the $12,000 budgeted In 1977 be transferred from General Fund <br /> <br />-2- <br />
