Motion carried (Woodburn, Hanson, <br />Crepeau voting In favor of the motion; Crichton voting In opposltlonl. <br /> <br />Crichton moved that Park and Recreation Fund be reduced to $62,618, <br />with the following changes: <br /> <br />200 - Supplies from $45 to O. <br />303 - Engineering Consultant from $200 to O. <br />321 - Travel, Conferences and Schools from $250 to $100. <br />322 - Subscriptions & MemberShips from $50 to O. <br />344 - Maintenance of Parks and Playgrounds from l2500 to l1500. <br />352 - Maintenance and Repair, Village Equipment from SI900 <br />to $1500. <br />364 - Electric Uti lity from $1500 to $1200. <br />379 - Sparc and Day Activity Center from $425 to O. <br /> <br />Motion was seconded by Woodburn and carried unanimously. <br /> <br />Hanson moved, seconded by Woodburn, to not make a commlttment for <br />1978 to Northwest Suburban Youth Service Bureau. Motion carried <br />unanimoUSly. <br /> <br />(Hanson noted that motion does not reflect criticism of the program <br />per se; results to date are not deflnltlve.l <br /> <br />Hanson moved, seconded by Crichton, to approve Shade Tree Disease <br />Option III ($100 deductible) for budget purposes. Motion carried <br />unanimOUSly. <br /> <br />In discussion of the four Public Safety Expenditure Options, Council <br />considered cost comparisons and staffing needs, as prepared by <br />Crichton and Woodburn, and the effect each of the options has on <br />the budget. <br /> <br />Barthany presented a Petition requesting Council to retain the Arden <br />Hills Police Department and expressed concern that the cost of <br />police protection Is of more concern than the desire of residents <br />to have theIr own police department. <br /> <br />in discussion of an Arden Hills POlice Department vs. Ramsey County, <br />the foilowlng residents spoke In favor of retaining the Arden Hills <br />department: Mary Ann Benson, Robert Witt, Herbert Tatley. <br /> <br />Woodburn commented that the Council has been studying the matter for <br />several mon~hs; said he has Checked on the level of service from <br />Ramsey County Sheriff with nelg1borlng cities of Shorevlew and <br />Falcon Heights; both are satisfied with service. Woodburn noted that <br />all regular full-time officers ~ould be transferred to Ramsey County <br />Sheriff; CIty would have same coverage, same number of cars on road <br />as at present; Village retaIns ownership of equipment. <br /> <br />Crepeau said he felt ReS would be more economical and provide better <br />pol Icing. <br /> <br />. <br /> <br />in response to a resident's request to have a referendum on the ques- <br />tion, It was noted that thIs Is neither required or legal. <br /> <br />Diane McAllister, Editor of the Town Crier, said the current Issue <br />of the Town Crier asks for resident In-put re this matter; suggested <br />decision be deferred until resident In-put Is received. <br /> <br />Hanson advIsed that Council has a budget deadline; approval of the <br />1978 Budget cannot be deferred. <br /> <br />After considerable discussion, Hanson moved, seconded by Woodburn, <br />that Council approve a net Publ.c Safety (Poi Ice Protection) budget <br />cost of $166,940 for budgetary purposes. <br /> <br />Resident asked If motion passes, does It mean VIllage wlDI contract <br />wIth County? <br /> <br />Hanson exp~alned that this motion will establish budgeted amount; <br />Village has leeway to spend more by using General Fund Reserves. <br /> <br />-3- <br />
