Mayor Crepeau called <br />the meeting to order at 7:30 p.m. <br /> <br />Roll Call <br />Present - Mayor Henry J. Crepeau. Jr.. Councilmen Ward Hanson. <br />Charles Crichton. Robert Woodburn. <br />Absent - Councilman James Wingert. <br />Also Present - Fiscal Consultant Peter Popovich. Village Engineer <br />Donald Christoffersen, Treasurer Donald lamb. Parks <br />Director John Buckley. Police It. Douglas McCall, Clerk <br />Administrator Charlotte McNiesh, Deputy Clerk Dorothy <br />Zehm. <br /> <br />PUblic Hearing on Proposed Improvement No. P-77-4 (Harriet Avenue <br />Extension) <br />Mayor Crepeau opened the Public Hearing at 7:33 p.m. <br /> <br />Clerk Administrator presented an Affidavit of Publication and <br />Certification of Mailed Notices to property owners on September 6, <br />1977. <br /> <br />Engineer Donald Christoffersen explained the scope of the Improve- <br />ment and the options to be considered; 'noted that Improvement Is <br />for 500' of roadw~y between the terminus of Ha~rlet Avenue and <br />County Road E, consisting of curb and gutter, bituminous surfacing, <br />a pedestrian underpass and drainage. <br /> <br />Fiscal Consultant Peter Popovich explained that the total cost of <br />the Improvement was published at an estimated cost of $122,616, <br />which represents the highest cost (44' roadway with aggregate base); <br />noted that certain contingencies are Included In the cost estimate; <br />cost of r.o.w. acquisition Is omitted; cost of Improvement can <br />only exceed the published estimated cost by 25%, or a new hearing <br />will have to be held. <br /> <br />Popovich advised that Council can assess IOO~ of the Improvement costs, <br />or less; noted the costs per assessable foot for the various alter- <br />natives, if assessed 100~; aUso noted these assessments If reduced <br />by 20~ which was the assessing polley applied In the County Road F <br />Improvement. Popovich noted that the length of the assessment <br />period and Interest rate should be determined, suggesting 10,15 or <br />20 years at 8~; noted that County Road F was for 15 years @ 8~. <br />Popovich advised that the assessment hearing can be held In the fall <br />of 1978 and assessments spread In 1978 for payment beginning In 1979. <br /> <br />Statements from the Floor <br />Mr. Roger Hauek, 4152 North Victoria, (Mutual Service) reported that <br />Mutual Service prefers to deed the right-of-way for the road at no <br />cost to the Village. Popovich advised that assessments must be <br />equally apportioned to the benefitted property owners; cannot reduce <br />assessment by value of land donated. <br /> <br />Christoffersen recommended the 36' roadway, widening to 44' from a <br />point (~o be determined as plans and specifications are drawn). <br />Christoffersen said he prefers the bituminous base because It Is <br />more durable during period of construction; results In a better product. <br /> <br />After discussion, Crichton moved, seconded by Hanson, that Council <br />adopt Resolution No. 77-51, as amended, RESOLUTION ORDERING THE CON- <br />STRUCTION OF IMPROVEMENT NO. P-77-4UNDER AND PURSUANT TO MiNNESOTA <br />STATUTES, CHAPTER 29, approving construction of a 44' roadway with <br />bituminous base, narrowing to 36' south of Mutual Service access <br />road, deleting underpa$s; authorize Engineer to prepare Plans and <br />Specifications.
