<br />Minutes of Special Counci I Meeting <br />Page two <br /> <br />September '1, 1977 <br /> <br />After determining there were no further questions or comments <br />from the floor, the Public Hearing was closed at 8:04 p.m. <br />(See attached Minutes of Hearing). <br /> <br />REPORT OF VILLAGE ENGINEER DONALD CHRISTOFFERSEN <br /> <br />Bids - Improvement No. 76-1 (Kerth lake Area) <br />Christoffersen reported that 12 bids were received; high bid of <br />$717,522.05; low bid of $594,633.70 (C. W. Houle, St. Paul); <br />Engineer's estimate was $700,000. Christoffersen recommended that <br />Council award the contract to C. W. Houle, after City's receipt <br />of required DNR and PCA permits for Karth lake Estates. <br /> <br />. <br /> <br />Woodburn moved, seconded by Hanson, that Counci I defer award of <br />bid to September 26th Council Meeting. Motion carried unanimously. <br /> <br />Christoffersen noted that the underground piping is almost complete <br />In the Chatham development; feels C. W. Houle can adequately handle <br />Karth Lake Improvement as well as Chatham. <br /> <br />Christoffersen reported that Control Data has agreed to turn over <br />their water main to the City, to provide the necessary loop for <br />the Karth lake Impro~ement; exact location of the main Is unknown, <br />however, and CDC Is not willing to sign a blanket or wider easement <br />than Is needed. Christoffersen said the loop Is beneficial to the <br />City water system; CDC has a genera I location of the ,main; therefore, <br />City will have to locate the main and prepare an easement based on <br />the survey, whiCh he estimated to take about two days work. Matter <br />was referred to Councilman Crichton to look Into the matter with <br />CDC to see If the watermaln plan can be located. <br /> <br />OTHER BUSINESS <br /> <br />Final Plat - Kerth lake Estates <br />Oeferred to Council, Meeting of September 26th. <br /> <br />Shade Tree Disease Program <br />State Regulations re Boulevard Trees <br />Buckley referred Council to his memo of 9/16/77 relative to <br />State regulations re bou~evard trees, and to attached list of <br />property owners affected by the legislation. <br /> <br />After dlscu~slon, McNlesh was requested to contact residents <br />re costs encountered for removal of diseased bouJeverd trees <br />and to obtain copy of receipt of payment, If available. <br /> <br />Proposed 1978 Diseased Tree Program Options <br />Buckley reviewed the four options outlined In his memo for <br />Council's consideration; noted that the 50% cost for boulevard <br />tree removal Is not Included; noted there are various Inter- <br />pretations of the law. <br /> <br />. <br /> <br />After discussion, Council requested Buckley to prepare a <br />revised proposal, Including the latest Interpretations of <br />the law and the 50% boulevard tree removal costs, for Councl "s <br />consideration at meeting on Thursday, September 22nd. <br /> <br />Fire Protection Agreement <br />Deferred to meeting of September 26th. <br /> <br />Park Dedications - Status Report <br />Karth Lake Estates <br />Crichton projected three (3) Karth lake Estates park dedication <br />options for Council's consideration, as well as two payment <br />proposals. <br /> <br />After discussion, Hanson moved. seconded by Woodburn, that <br />Council approve a cash park dedication for Karth lake Estates <br />In tho amount of $34,518.40 (based on $7000/acre land value), <br />payable at $500 per lot at time of application for Building <br />Permit, or sale of lot, on first 59+ lots; full balance <br />payabBe by August 3'1, 1979.
