<br />Minutes of Special Counci Meeting <br />Page four <br /> <br />(it was Council's unders~anding that CSO duties are not to Include <br />"watch property" at this time; CSO uniform to be different from <br />that of Arden Hills Police Officers). <br /> <br />September 19, 1977 <br /> <br />Requests for SIQns <br />McCall referred Council to his memo of September 16, 1977: <br /> <br />. <br /> <br />Request for Deaf Child SIQn <br />McCall reported that "Deaf Child" signs are not available; ~ould <br />have to be ordered; policy in St. Paul Is to I~stall signs for <br />deaf children between 5 and 8 yrs. of age, but not longer because <br />it Is felt the signs give the child a false sense of security; <br />also child Is often singled out by other children. Based on <br />these reasons, and because the child resides at Benton Way <br />address only on weekends, McCall recommends that the requested <br />"Deaf Child" sign not befnstalled. Council concurred with the <br />recommendation. <br /> <br />Request for SiQns - Pemtom <br />McCal I reported that the Public Safety Committee recommends <br />that two (2) "Stop" signs, as well as a "Keep Right" sign, be <br />Installed to control traffic at Arden View Court and Arden <br />View Drive at the Hamllne Avenue entrance to the townhouse <br />development; will meet with combined north/south HOMe Owners <br />Associations re this recommendation. <br /> <br />McCall reported that the Police Department has also been re- <br />quested to enforce "no parking In fire lanes" at Pemtom. <br />Council queried whether fire lanes were designated by the City, <br />or by Pemtom; concurred that McCall and Fire Chief meet with <br />Home Owners Associations re this matter and report recommen- <br />dations to Council. <br /> <br />McCall reported that school buses have been requested to load <br />and unload within the townhouse development, Instead of on <br />Hamllne Avenue, which he considered to be dangerous. <br /> <br />REPORT OF CLERK ADMINiSTRATOR CHARLOTTE MCNIESH <br /> <br />Reteill Sales license Approvals <br />Hanson moved, seconded by Crichton, that Council approve retail <br />sales licenses for Sylvia's at 3151 lake Johanna Boulevard (flower <br />shop) and Arden Hills Opticians In Arden Plaza, 3557 North lexlngton <br />Avenue; for the balance of 1977. Motion carried unanimously. <br /> <br />Sewer Impr. 64 - Soo line Railroad Easem~ <br />McNlesh referred Council to request from Soo line Railroad, that the <br />City cancel the roadway easement with Soo line If It is determined <br />that the road crossing the Soo line tracks has not been constructed <br />and Is not needed for access to the 11ft station. <br /> <br />. <br /> <br />Council deferred action and referred matter to the Parks and Recrea- <br />tion Committee for Its recommendations to Council re this roadway <br />easement for perk pathway purposes. <br /> <br />Apportionment Resolutions <br />Woodburn moved, seconded by Crichton, that Council adopt Resolutions <br />Nos. 77-52 through 77-55, RESOLUTIONS RELATING TO APPORnONMENT OF <br />ASSESSMENTS RELATING TO CONSOLiDATED WATER IMPROVEMENTS NUMBERED <br />67-1 and 67-2, WATER IMPROVEMENT NO. 71-1, WATER iMPROVEMENT NO. 72-1, <br />CONSOU DATED SAN HARY SEWER I MPROVEMENTS NOS. 12 AND ! 3 (Buesing <br />property>. Motion carried unanimously. <br /> <br />Approval of Payroll <br />WOOdburn moved, seconded by Hanson, that Council authorize payment <br />of two CETA checks in the amounts of $16.00 and $27.~3 and check <br />for retroactive Acting Pollee Chief salary In the amount of $1456.60. <br />Motion carried unanimously. <br /> <br />-4- <br />
