Motion carried unanimously. <br /> <br />. <br /> <br />Public Works Emplovee <br />Woodburn referred Council to memo from Johansen (9/15/77) and to <br />Public Works Committee recommendation that a full-time employee be <br />added to the Public Works Department In October 1977. <br /> <br />After discussion, Woodburn moved. seconded by Crichton, that <br />Council authorize the hiring of Fred Reed as a full-time Public <br />Works Department employee at $5.50/hour effective October 3, 1977. <br />Motion carried unanimously. <br /> <br />HRA Grant Pro~ram <br />Upon recommendation by Hanson, Mayor Crepeau appointed Cal Meury <br />(Human Rights Commission). Larry Squires (Building Inspector) <br />and Ward Hanson (Councilman). Chairman, to serve as the Arden Hills <br />HRA Grant Committee. <br /> <br />Crichton moved, seconded by Woodburn, that Council ratify the <br />Mayor's appointments. Motion carried unanimously. <br /> <br />Police Review Board - Status Report' <br />Crichton reported that the Pollee Review Board has Interviewed appli- <br />cants; anticipated recommendations will be ready for Council's con- <br />sideration at meeting of October 11th. <br /> <br />REPORT OF POLICE liEUTENANT DOUGLAS MCCALL <br /> <br />Recommendation re Personnel Action <br />McCall referred Councl! to his memo of 9/16/77 and revIewed the <br />violations which are the basis for hIs recommendation of a 5-day <br />suspension without pay. <br /> <br />. <br /> <br />Officer Caron, presented copies of a letter to Council. prepared In <br />response to McCall letter of 9/16/77; offered to answer any <br />quest Ions the Counc il nlay have. <br /> <br />After considerable dIscussion, Crichton moved. seconded by Hanson, <br />that Council authorize a I-day suspension (Sunday. September 26th) <br />of Officer Caron, wIthout pay. for actions detrimental to the opera- <br />tion of the Pollee Department of the City of Arden Hills. McCall, <br />In an effort to eliminate misunderstandings for al i officers.) <br /> <br />Do~ Ordinance Enforcement <br />Lt. McCall referred Council to cost optIons for dog ordinance enforce- <br />ment for Oct., Nov., Dec., 1977; recommended that Council authorize <br />enforcement by the Arden Hills Pollee Department for this period, <br />using the 1976 Chevrolet wagon for dog patrol by a CSO officer to be <br />hired at $4.00/hr. pOSSiblY 2 hrs. a day at various times of day; <br />regulating the hours to fit the needs In Arden Hil Is. <br /> <br />After review of cost analysis re enforcement by New Brighton, MAPSI <br />and Arden Hills, and discussion, Crichton moved, seconded by Woodburn, <br />that Council authorize .xecution of the Animal Pound Contract between <br />the City of Arden Hills and the Brighton Veterinary Clinic. for the <br />balance of 1977; authorize McCall to take steps to hire a CSO @ <br />$4.00/hour to patrol City two (2) hrs./day. 5 days/week.
