<br />t-. ~ <br />MINUTES OF REGULAR COUNCiL MEETiNG <br />Village of Arden Hills <br />Monday, August 29, 1977 - 7:30 p.m. <br />VI' lage Hall <br /> <br />ClIll to Order <br />Pursuant to due cail and notice thereof, Mayor Crepeau clllled <br />the meeting to order at 7:36 p.m. <br /> <br />Roil Call <br />Present - Mayor Henry J. Crepeau, Jr., Councilmen James Wingert, <br />Ward Hanson, Charies Crichton, Robert Woodburn. <br /> <br />Absent - None. <br /> <br />. <br /> <br />Also Present - Attorney James Lynden, Bond Counsel Peter Popovich, <br />Engineer Donald Christoffersen, Treasurer Donald Lamb, <br />Clerk Administrator Charlotte McNlesh, Deputy Clerk <br />Dorothy Zehm. <br /> <br />Aporoval of Minutes <br />Wingert moved, seconded by Crichton, that Council approve the <br />Minutes of the Regular CouncIl Meeting of August B, 1977, as amended. <br />MotIon carried unanimoUSly. <br /> <br />Business from the Floor <br />None. <br /> <br />REPORT OF VILLAGE ATTORNEY JAMES LYNDEN <br /> <br />Case No. 77-33. Twin City Christian Homes - S7eclal Use Permit <br />Lynden referred Council to his letter of 8/29 77 and attached draft <br />of Special Use PermHt--Case No. 77-33, which he reviewed with Council. <br /> <br />In discussion, concern was expressed re the maximum number of units <br />proposed for the sIte (214 or 2301. Petersen explained that the <br />amended plan, presented to Council on B/B/77, depicts 230 units In <br />the modified buildings; 4-plex units are not Indicated on that p'an; <br />If 4-plexes are proposed, at a later date, the lIpartment buildings <br />will then be reduced by the number of 4-plex unIts; 230 Is the maxi- <br />mum number of units proposed on the site. <br /> <br />. <br /> <br />In review of the special eondltions, the foU lowing changes were <br />suggested: <br /> <br />3. Delete "Planning Commission and the City Council", and <br />Insert "City Planner". <br />4. Re-word as follows: "...be utilized for emergency access <br />only, and the entrance to thIs extension Shall be secured <br />by a gate, the design of which will Impede other access <br />use, and shall be subject..." <br />6. Delete "construction of the various buildings"; Insert <br />"grading, draInage, utility and access". <br /> <br />Mayor Crepeau read a Petition, containing 36 signatures, which <br />was presented In opposition to the TCCH project; statIng that they <br />prefer a single-family home development. <br /> <br />Mrs. Max Stoutenberg, Mr. George Salltros, Ik. Gary Peck, Mr. Max <br />Stoutenberg and Mr. Dale HIcks expressed oral opposition to the <br />project - traffic, density, InstItutional use of the property, <br />emergency access, property devaluation, etc. <br /> <br />In discussion, the following concerns were express~d by Council: <br /> <br />I. Residents' concerns re the proposed use. <br />2. How taxable and non-taxable units wl'U be segregated for tax <br />put-poses _ <br />3. Status of Wesley Avenue and Pascal Avenue relative to possible <br />need for vacation of portions of seld streets by the City. <br />4. PossIble E.Q.B. Involvement In the development. <br />5. Maintenance of the emergency gate. <br /> <br />Woodburn moved, seconded by Crichton, that CouncIl defer action to <br />the Council meeting of September 12th, at which time Council will <br />have had time to consider the matters of concern and be pr'eparad to <br />make a decision.
