<br />Minutes of Regular Council Meeting <br />Page two <br /> <br />August 8, 1977 <br /> <br />it was noted by Council that the Vi Ilage Is empowered to enforce <br />state laws, however; so. if necessary could enforce this speed limit. <br />Crichton referred Council to a memo from Officer Fish. In which he sug- <br />gests that Park Manager Instal I speed signs in the Arden Manor Mobile <br />Home park, and that consideration be given to the Installation of <br />bituminous ridges at Intervals In the street, to deter fast speeds. <br /> <br />Engineer Christoffersen suggested that "dips" are more easily plowed <br />than "bumps", if park manager decides to install a deterent of some <br />type. <br /> <br />REPORT OF ViLLAGE ENGINEER DONALD CHRISTOFFERSEN <br /> <br />Petition for Construction of Harriet Avenue <br />Council was referred to petition requesting construction of the ex- <br />tension of Harriet Avenue to County RoadE. <br /> <br />Christoffersen noted that the feasibility study for this Improvement <br />has been prepared; cost estimates will have to be revised. <br /> <br />~''''''~) <br />-::d!-" discussion, Crichton noted that the petition.. McNlesh was requested to <br />determine if this request binds City to use all the State Aid funds, <br />or can the City assess all costs of the Improvement against the bene- <br />t.Jtted proper"'!l's. <br /> <br />. <br /> <br />. <br /> <br />Crichton asked that consideration be given to the provision of an <br />underpass under Harriet Avenue wher$ ,t is proposed to bend northward; <br />under~ass to go diagonally across the bend of the road from the 50' <br />wide easement on the west to the 20' wide easement on the east; sug- <br />gested It be constructed with the road Improvement. <br /> <br />After discussion, Woodburn moved. seconded by Hanson, that Council <br />author12ecompletlon and up-date 0' the feasibility study as outlined. <br />Motion carried unanimously. <br /> <br />Little Crow Addition Assessments <br />Crichton moved, seconded by Wingert, that Council amend Resolution <br />No. 77-30, correcting the cost of improvement to $22,891.32 ($379.34 <br />more than Indicated originally), and adopt Resolution No. 77-43, <br />RESOLUTION PROVIDING FOR HEARING ON THE PROPOSED ASSESSMENT FOR LITTLE <br />CROW ADDITiON IMPROVEMENT. Motion carried unanimously. <br /> <br />County Road F Assessments - Resolution No. 77-44 <br />Wingert moved, seconded by Woodburn, that Council adopt Resolution <br />No. 77-44, RESOLUTION PROViDJNG FOR HEARING ON THE PROPOSED ASSESSMENT <br />FOR IMPROVEMENT NO. P-SS-W-ST-75-1. Motion carried unanimously. <br /> <br />McMlesh noted that the Notice of Hearing states that assessments will <br />be spread over 20 years; polley has previously been to spread street <br />assessments over 10 years (20 years on general Improvements). <br /> <br />After discussion, McNiesh was requested to determine If the number <br />of years, over which assessments are to be spread, can be changed <br />at the Public Hearing (either up or down); if City cannot change the <br />~Ime at the Public Hearing, Not!ce of Hearing should be changed, <br />before publication, from 20 years to 10 years. <br /> <br />Resolution No. 77-46 - Department of Transportation Plans for Land- <br />scanlno and Traffic Noise Attenuators <br />Wingert moved, seconded by Hanson, that Council adopt Resolution No. <br />77-46, relating to the transportation plans for landscaping and traffic <br />noise attenuators on Highway 35W from TH 694 to the north corporate <br />Umlts. Motion carried unanimously. (~~ d.t.L:~ A~','.&Z <br />~~~t:l.4v7:.le 4d"~ <br />Resolution No. 17-45 - ApprovlnQ Plans and Specifications and OrderlnQ <br />Advertisement for Bids on Improvement No. 16-1 (Karth Lake Area). <br />After discussion, Woodburn moved. seconded by Hanson, that Council <br />adopt Resolution No. 77-45, RESOLUTION APPROVING PLANS AND SPECIFI- <br />CATIONS AND ORDERING ADVERTISEMENT FOR BIDS ON lMPROVEMENT W-P-SS-76-1; <br />bid opening to be on September 15, 1977 at 2:00 p.m. at the Village Hall. <br />.Motlon carried unanimously. <br /> <br />-2- <br />
