<br />. <br /> <br />. <br /> <br />Minutes of Regular Council Meeting <br />Page four <br /> <br />August 8, 1977 <br /> <br />After discussion, Crichton moved that the Council authorize the City <br />Attorney to prepare a Special Use Permit In accordance with the <br />amended site plan for 214 units. presented to Council on 8/8/71. <br />with contingencies numbered 1,2,3,4 and 6 listed in Planning Commis- <br />sion Minutes of 8/2117, pius 7. approval of plans by the City <br />EngIneer, 8. a provision for re-revlew by the Council, If there Is <br />a two-year stoppage of construction and 9. resolution of the park <br />dedIcatIon requirements. Motion carried unanimously. <br /> <br />(Draft of Special Use Permit is to be considered by the Council <br />at Its meeting on August 29. 1977.) <br /> <br />Case No. 77-~6, Special Use Permit for Ramsey County Park and Build- <br />Ing Permit for Toilet Building. <br />Miller noted that the Public Hearing on August 2nd. held by the Plan- <br />ning Commission. was on a Special Use Permit for the park as well as <br />on the construction of the toilet building. Miller explained that <br />the site plan presented is very preliminary, reflecting concepts of <br />how Ramsey County proposes to proceed, and reported that the Planning <br />Commission recommends Council approval of the Issuance of a Special <br />Use Permit for the existing park, Including the proposed toilet <br />building, as per plans submitted. <br /> <br />After review of the preliminary sIte plan of the park, and discussion, <br />Wingert moved, seconded by Hanson, that Council approve the Issuance <br />of a Special Use Permit for the park as it exists todayCplan received <br />on 8/8/77), Including the proposed toilet building. and the Issuance <br />of a Building Permit for the toilet building as per plans and speci- <br />fications submitted; other future construction Indicated on the pre- <br />liminary site pian (received 7/1/77) Is not Included In this approval. <br />Motion carrIed unanimously. <br /> <br />Case No. 17-38. Special Use Permit for Underground Oil Tank _ Control <br />~ Corporation <br />(Councilman Crichton left the Councilroom for this portion of the <br />meeting.) <br /> <br />Miller referred Council to his report (7/28/71) and reported that the <br />Planning Commission recommends Council approval of the issuance of <br />the Special Use Permit for the installation and operation of ~ 20,000 <br />gallon underground oil tank, as proposed, subJect to Control Data's <br />obtaining a P.C.A. permit. Mil Per said that peA advises that they <br />do not require a permit, but approval of the State Fire Marshal is <br />needed. <br /> <br />Wingert moved, seconded by Woodburn, that Council approve the Issuance <br />of a Special Use Permit for the construction and operation of a <br />20,000 gallon underground 011 tank at Control Data Corporation, as <br />per plans submitted, subject to approval of the State Fire Marshal. <br />Motion carried unanimously. <br /> <br />(Crichton returned to meetIng.) <br /> <br />Case No. 76-41, Identification Sign for Chath~ <br />Hans Hagen presented a sketch of the proposed "Chatham" Identification <br />sign, to be 7' x 16' wide and constructed of boulders and timbers; a <br />matching boulder wail to be constructed on lot across the street, <br />creatIng an entrance to "Chatham" at McCraCken Lane and-Old Highway 10. <br /> <br />Miller referred Council to the PlannIng Commission Minutes of 8/2/77; <br />reported that the Planning Commission recommends general approval of <br />the sign, subject to receipt of a scaled drawing. Miller noted that <br />the sign ordinance (No. 76) does not permit signs In resldentia~ zones; <br />identification signs are becomIng popular and. If done well. very de- <br />sirable; If sign Is approved, sign ordinance should be amended accord- <br />Ingly. <br /> <br />Wingert mov~d, seconded ~y Hanson, that Council approve the sign, as <br />per sketch submitted, on a temporary basls~)untli one year after com- <br />pletion of the last phase of the proJect ~ Ban Con has disposed of <br />all the lots.
