Motion carried unanimously. <br /> <br />CETA ProQram <br />Buckley was requested to review current CETA regulatIons, and to <br />report changes to Council, prior to summer hiring of CETA employees; <br />elso to look cerefuily at former employment tIme of proposed CETA <br />worke rs. <br /> <br />Park Maintenance Salaries RevIew <br />Buckley referred Council to his memo of 5-20-77, and attachment <br />Indicating past and anticipated personnel needs during various <br />months of the year. <br /> <br />After discussion, It was noted that the report does not Include <br />any recommendatIons; consequently, Councl I deferred consideration <br />of the Parks salary review until a specific proposal Is received <br />f rom Buck I ey . <br /> <br />Perry Park Facilities <br />Buckley reported that the building at Perry Park has not been opened <br />for use during ball games etc. because of the cost to supervise <br />the facIlity; has had several requests that the building be opened <br />durIng scheduled events; anticipated cost of supervisor 8 about <br />SI65 (S2.30/hour/on nIghts-there are activities at Perry Park). <br />Buckley reported that an alternatIve would be to rent two (2) <br />satallltes 8 $11.00 plus S50.00/month (estimated cost S!50-S200). <br /> <br />After discussIon, CouncIl concurred that the building be opened <br />durIng scheduled activities, and authorized the expenditure of <br />SI65 (8 S2.30/hr.) for supervIsion of the facility at Perry Park. <br /> <br />OmnIbus Park Bill <br />Council referred Section 8 to Buckiey for his review and recommen- <br />dations to Council re funding of Arden Hills parks. <br /> <br />REPORT OF VILLAGE ATTORNEY JAMES LYNOEN <br /> <br />Cummings Reconve~ance <br />Lynden referred Council to his letters of May 23, 1977 to the' <br />Minnesota Oept. of Transportation, and to Mrs. Marlon CummIngs; <br />reported that the closIng Is scheduied on May 3Ust wIth Mrs. <br />Cummings; subsequently he wlil schedule the closing with the State. <br /> <br />Ordinance re MWCC Strength Charges - First Readlnr <br />Lynden referred Council to his letter of May 20, 977 and attached <br />draft of OrdInance re industrial Strength Charges. <br /> <br />in review of the ordinance, Crichton objected to MWCC dIctating <br />the charges the City Is to make; noted that Arden Hills Ordinance <br />No. 49, as amended by Ord. No. 195, already permits the City to <br />Impose supplemental charges because of discharge of Industrial <br />sewage westes or voluminous or strong sewage wastes. <br /> <br />After discussion, Wingert moved that Council Introduce by title <br />AN OROINANCE ESTABtlSHING AN INDUSTRIAL USER STRENGTH CHARGE, A <br />FORMULA FOR THE COMPUTATiON THEREOF, AND A TAX LIEN AGAiNST AN <br />INDUSTRIAL USER'S PROPERTY iN THE EVENT OF NON-PAYMENT OF SUCH <br />CHARGE; ANO AMENDING SECTION II, SUBOiVISION A. 131 OF ORO. NO. 49, <br />AS AMENOED. Motion was seconded by Hanson and carried (Woodburn, <br />Hanson, Crepeau voting In favor of the motion; Crichton, WIngert <br />voting In opposltlonl. <br /> <br />Summons - Northwestern College vs. Cltv of Arden Hills <br />Lynden referred Councl I to his letter of May 23, 1977, re North- <br />western College VB. The City of Arden HIDls et al. and reported <br />that he has not Interposed an Answer on behalf of the City, but <br />has received 8 two-week extension pending Council's decision as <br /> <br />-2- <br />
