T Minutes of Regular Councl I Meeting Page two March 28, 1977 wi I!ing to pay to have a Village Police Department vs. merging our force with Ramsey County. it was felt, generally, that It is not beneficial to keep the Pollee Department going on an Indefinite basis; several things must be re- solved even if motion passes: I. Settlement of the union contract. 2. Finding of qualified candidates by the Review Board, and Council's selection of a Chief. 3. Department cooperation and determination that the department will succeed. . The function of the Review Board would be to collectively consider the City's needs and choose persons whom they feel can, and will, lead the department effectively. Provision of emergency service by our department was discussed; would require additional training for men and purchase of an emergency vehicle. Citizen In-put was that response time should be Improved for emergency calls; most residents realize, when signing a petition, that they are supporting the Issue both morally and financially; preter City Police Department to Ramsey County contract - wi II lose the "persona! touch" If we lose our City Department; expressed concern re how unionization at the police force will affect our police department - does this give them the "right to strike?". Council said that unionization does not nrovlde the "right to strike". _hen asked how Arden HII Is officers feel about going with the County, It ~as reported that al I but one feit they preferred an Arden Hills Depart- ment, As a further comment, in support of his motion, Crichton reminded the Councl I that the Public Safety Committee has gone on record as strongly supporting our own Police Department and has recommended a Chief selec- tian procedure similar to that Included In the motion. Crichton pointed out that his comparison of the estimated County expenditures and our own budget indicates that the financial Involvement would be similar, and that he, therefore, does not believe there is need to debate the Issue on the basis of dollars. Crepeau thanked the representatives from Ramsey County for thel r I nformatlon and time, and Captain Spencer noted -that the County Sheriff's representatives were here because the Arden Hills Council had asked them to explain the services they provide to communities on a contract basis; will continue to give their support to the Arden Hills Department, as they are doing now. REPORT OF VILLAGE ATTORNEY JAMES LYNDEN . Case No. 76-39 S eclal Use Permit for PUD - Cardiac Pacemakers Inc. Lynden referred Councl~ to his letter of 3 25 11, and at-tached draft of Special Use Permit - Case No. 76-39. Woodburn moved, seconded by Wingert, that Councl I approve the Special Use Permit as submitted. In discussion, Crichton noted that the Special Use ~ermlt does not provide for the payment of "unusual Inspections" nor a one-year guarantee bond for landscape plantings. Council concurred that, from past experi- ence with Cardiae Pacemaker, Inc, and the limited planting proposed~ these provisions are probably not needed in the Special Use Permit. Motion carried unanimously. Ordinance No. 196, Rezoninq of Property at Cleveland and County Road 0 from R-2 to R-B Lynden referred Council to his letter of 3/25/77 and attached draft of Ordinance No. 196. -2-
