Settlement of the union contract. <br />2. Finding of qualified candidates by the Review Board, and <br />Council's selection of a Chief. <br />3. Department cooperation and determination that the department <br />will succeed. <br /> <br />. The function of the Review Board would be to collectively consider <br />the City's needs and choose persons whom they feel can, and will, <br />lead the department effectively. <br /> <br />Provision of emergency service by our department was discussed; would <br />require additional training for men and purchase of an emergency vehicle. <br />Citizen In-put was that response time should be Improved for emergency <br />calls; most residents realize, when signing a petition, that they are <br />supporting the Issue both morally and financially; preter City Police <br />Department to Ramsey County contract - wi II lose the "persona! touch" <br />If we lose our City Department; expressed concern re how unionization <br />at the police force will affect our police department - does this give <br />them the "right to strike?". Council said that unionization does not <br />nrovlde the "right to strike". <br /> <br />_hen asked how Arden HII Is officers feel about going with the County, It <br />~as reported that al I but one feit they preferred an Arden Hills Depart- <br />ment, <br /> <br />As a further comment, in support of his motion, Crichton reminded the <br />Councl I that the Public Safety Committee has gone on record as strongly <br />supporting our own Police Department and has recommended a Chief selec- <br />tian procedure similar to that Included In the motion. Crichton pointed <br />out that his comparison of the estimated County expenditures and our <br />own budget indicates that the financial Involvement would be similar, <br />and that he, therefore, does not believe there is need to debate the <br />Issue on the basis of dollars. <br /> <br />'Motion carried unanimously. <br /> <br />Councilman Crichton noted ,he has been impressed with McCall '$ l~~'ershlp <br />qJ the departmenT In this period of Indecision. Crepeau thanked the <br />representatives from Ramsey County for thel r I nformatlon and time, and <br />Captain Spencer noted -that the County Sheriff's representatives were <br />here because the Arden Hills Council had asked them to explain the <br />services they provide to communities on a contract basis; will continue <br />to give their support to the Arden Hills Department, as they are doing <br />now. <br /> <br />REPORT OF VILLAGE ATTORNEY JAMES LYNDEN <br /> <br />. <br /> <br />Case No. 76-39 S eclal Use Permit for PUD - Cardiac Pacemakers Inc. <br />Lynden referred Councl~ to his letter of 3 25 11, and at-tached draft of <br />Special Use Permit - Case No. 76-39. <br /> <br />Woodburn moved, seconded by Wingert, that Councl I approve the Special <br />Use Permit as submitted. <br /> <br />In discussion, Crichton noted that the Special Use ~ermlt does not <br />provide for the payment of "unusual Inspections" nor a one-year guarantee <br />bond for landscape plantings. Council concurred that, from past experi- <br />ence with Cardiae Pacemaker, Inc, and the limited planting proposed~ <br />these provisions are probably not needed in the Special Use Permit. <br />Motion carried unanimously. <br /> <br />Ordinance No. 196, Rezoninq of Property at Cleveland and County Road 0 <br />from R-2 to R-B <br />Lynden referred Council to his letter of 3/25/77 and attached draft of <br />Ordinance No. 196. <br /> <br />-2- <br />
