<br />'. <br /> <br />. <br /> <br />. <br /> <br />- <br /> <br />Minutes of Special Counci' Meeting <br />Page two <br /> <br />. <br /> <br />February 24, 1977 <br /> <br />Woodburn moved, seconded by Hanson, <br />No. 77-11, with the deletion of the <br />MoYlon carried unanimously. <br /> <br />that Councl'approve Resolution <br />first two "Whereas" statements. <br /> <br />Status Report - Fire Protection <br />Crichton reported that he met with Fire Chief Koch (L.J.V.F.D.) and <br />the representative from North Oaks on WedneSday, February 23rd. <br />Chief Koch advised that the L.J.V.F.D. will be able to serve North <br />Oaks and Arden Hills (If Shorevlew should decIde to not continue Its <br />contract with L.J.V.F.D.), on the approximate i anticipated budget; <br />suggested a 5-year contract, tied to an Index; no capita' expenditures <br />in this 5-year period. Koch said If North Oaks and Arden Hltls are <br />Interested, he will take the proposal to the department on March- 1st. <br />Koch said he Is empowered at this time to enter Into an Interim agree- <br />ment whiCh was offered to the three communities after February 28th <br />contract expIres. <br /> <br />Mr. Arthur Erickson, a member of the Lake Johanna Volunteer Fire De- <br />partment, expressed his concern re the delay In negotiations; Interested <br />In an early resolution of the matter; expressed concern re high cost <br />of paid fire department, causing Increased taxes for residents. <br /> <br />After discussion re possible definitive contract agreements with L.J. <br />V.F.D. and the current interim contract offered to the Villages by the <br />L.J.V.F.D., Crichton moved, seconded by Hanson, that the Counoll author- <br />Ize Attorney Lynde" to draw up an interim fire protection agreement <br />between Arden Hills and Lake Johanna Volunteer Fire Department at $200 <br />per truck per hour, with a 7-day cance~lation clause, effective March 1st <br />for a 30 day period; any payments made under this contract to be credi- <br />ted against final contract agreement between Arden Hills and the l.J. <br />V.F.D.; authorizing its execution by the Mayor and Clerk Administrator. <br />Motion carrIed unanimOUSly. <br />Woodburn moved, seconded by Wingert, that Council does not feel It has <br />been culpable in causIng the frustrating delays In contract negotia- <br />tions; have been negotiating In good faith; therefore, authorizes <br />representative Crichton to offer a temporary contract for L.J.V.F.D. <br />fire coverage for Arden Hills @ $3,000/mo. unti! 30 days after defini- <br />tive contract arrangemen~ with the L.J.V.F.D. have been made. Motion <br />carried unanimously. <br /> <br />Cardiac Pacemakers - Park Dedication <br />Crichton reported that he had contacted former Councilman Feyerelsen <br />re prior negotiations with Cardiac Pacemakers, Inc. for park dedica- <br />tion; orlglnar $23,000 dedication was based on 9-acre, fIrst phase, <br />construction site. . <br /> <br />, <br /> <br />Crichton reported that in his negotiations with Mark Stevens of C.P.I., <br />pathway routing was reviewed; determined that C.P.I. boundary does <br />not coincide. with proposed pathway from Floral Park, northeast to <br />Cummings Park; park land is not needed In the area; pond is needed by <br />C.P.~. for on-site water retention. Crichton suggested that no land <br />be requested and that Clty not acquire the approximate 4-acre pond; <br />proposed that 10% of pond be credited as a benefit to the City (pondlng <br />from other than C.P.I. propertyl, and moved that Council authorize a <br />sett~ement of park dedication for the balance of the site (about 16 <br />acres) in the amount of $30,677.00, payable at time of occupancy of the <br />buildings in phase 2 of construction. Motion ~as seconded by Woodburn and <br />carried unanimously. <br />REPORT OF PARK DIRECTOR JOHN BUCKLEY <br /> <br />Re uest to Attend Course for Treatment of Diseased Trees - Mark Peterson <br />Council was referred to letter from Mark Peterson (2 17/77). Woodburn <br />moved, seconded by Wingert, that Council authorize Mark Peterson's <br />attendance at the two-day seminar on March 8th and 9th. Motion carried <br />unanimOUSly. <br /> <br />S p r i nQ ProQrams <br />Buckley referred Council to Proposed Program Activities _ Spring 1977. <br /> <br />After discussion, Woodburn moved, seconded by Hanson, that CouncIl approve <br />the Spring Programs, as presented.
