(See Amended District Requirements <br />Chart on page two of Minutes). <br /> <br />Crichton moved that Councl I approve the deletion of 12 Applicability <br />on page 4-16 of Ordinance, In Its entirety. Motion was seconded by <br />Woodburn and carried unanimously. <br /> <br />Mr. Ken Lukaska, 3125 Asbury Avenue, read a statement prepared by <br />Frank Stanton, dated 2/11/77 In Its entIrety, suggesting that the <br />proposed ordinance be amended as follows: <br /> <br />. <br /> <br />The definition following Item Iii (p. 1-14) Schools, General <br />Education, should be limited to - nursery, primary, elementary <br />and secondary schools: that the definition following Item 112, <br />Schools, Special Education, should be amended to read as <br />follows - Trade, business, barber, beauty, art, music, dancing, <br />driving, and other professional schools, and colleges which <br />are accredited by The North Central Association. <br /> <br />Lukaske presented original of letter to M~yor, and copies to Councilmen. <br /> <br />Lukaska presented a Petition which he said consisted of over 160 <br />signatures, obJecting to definitions I I I & 112 in Proposed Ordinance, <br />and requested Council to not vote In favor of the Proposed Zoning <br />Ordinance. <br /> <br />Hanson suggested that Clerk Administrator and Attorney be given time <br />to up-date the proposed ordinance, as amended, for CouncIl's considera- <br />tion on February 28th. <br /> <br />Thomas Erickson presented two petitions to Councl I which he said <br />contains 206 signatures of residents and voting citizens of Arden Hills, <br />requesting that Northwestern College be allowed responsible growth at <br />Its present location. <br /> <br />Wingert asked If it would be worthwhile for the City to obtain an <br />additional Attorney's decision re the ordinance Interpretation. General <br />concurrence from all factions was that this would not solve the problem. <br /> <br />Case No. 77-5, Lot Spilt - Herman Friesen, 3390 New BrlQhton Road <br />Wingert reviewed the Planner's Report: advising that both lots, after <br />the proposed spilt, will contain the required 11,000 sq. ft. minimum/ <br />lot. <br /> <br />Reverend Friesen presented a sketch of the proposed house, as they <br />intend to locate It on the southerly lot: Wingert noted that Council <br />should probably contemplate a front and rear setback variance when <br />house plans are finalized. <br /> <br />After discussion, Wingert moved, seconded by Hanson, that Council <br />. <br />approve the lot spilt as proposed In survey presented, with the under- <br />standing that a 40' street right-of-way will be preserved for f~ture <br />straightening of New Brighton Road: recognizing the high probability <br />of fr~n1 ~nd re~r Retha~k variances which are not included in the <br />~ppraYa[ ~t this time. Sideyard Variance for Garace - Raymond Stolp. 3235 <br />North Lexlnqton Avenue <br />Wingert reviewed the application and the Board of Appeals and Planning <br />Commission recommendations. <br /> <br />Wingert moved, seconded by Hanson, that CouncIl approve the 4' slde- <br />yard variance as requested. Motion carried unanimously. <br /> <br />Case No. 76-24, RezonlnQ from R-2 to R-B - Rocer ReilinQ <br />Wingert referred Council to documentation presented, and to the Planning <br />Commission recommendations of 2/1/77. <br /> <br />After discussion, Wingert moved, seconded by Crichton, that Council <br />approve the rezoning of the property at 3151 Lake Johanna Boulevard as <br />per survey presented, from R-I to R-B.
