Prollress Report - E. Gray Henderson <br /> McNlesh reported that Henderson, In memo of 10-17-76, feels he can <br /> establish that rainfall does cause an Increase In flow at meter 154 <br /> and suspects this Is also true of 151: cannot develop facts because <br /> of "down-time" of 151, but wi" be able to conduct a better study <br /> with next spring's records. Henderson expects to prepare Water <br /> comp I I a t I on for 3rd quarter on Tuesday (Oct. 26th) and to submit <br /> the work-up for meter 154 for Council's consideration. <br /> Hunters Park and Pro osed Harriet Avenue Extension <br /> cN esh reported at I" . rown, Drey us nterstate Corp., wants to <br /> get started on the plans for the apartment buildings In Hunters <br /> Park, and has requested status of Harriet Avenue and Its effect on <br /> the apartment development. <br /> Counc II reviewed former Counc i I action re Harriet Avenue and the <br /> Hunters Park Special Use Permit (Case No. 73-28) . <br /> After discussion, Counc II requested that Engineer advIse Council <br /> what Is Involved re acquisItIon of easements for road, and to <br /> discuss status of HarrIet Avenue at Councl I meeting on November 8, <br /> 1976. <br /> Ha/loween <br /> Crepeau reported that a request was received this evening from <br /> Ilene Parker that Council change Halloween in Arden HilI s from <br /> Sunday, Oct. 31st, to Saturday, October 30th, because of conflIct <br /> with relIgious convIctions and dIffIculty for young chi Idren to <br /> be out on Sunday evenIng, with school the next day; requests notices <br /> be placed In New Brighton Bulletin and Suburban Sun advising of <br /> change of day for the celebration of Halloween this year. <br /> After discussion, Counc I I determined that it Is too late to get <br /> notices to newspapers; changing the date now would cause confusIon. <br /> McNiesh was requested to advise Mrs. Parker of Counci I's concern, <br /> and to advise her that Council Is sorry but feels It is too late <br /> to change the date of Halloween this year. <br /> Zoning Ordinance Review <br /> WIngert referred CouncIl to proposal to create a Public Use District, <br /> Zone P-I (10-25~76) which J s Intended to provide a means of regulating <br /> development or expansion of Instltutlon,'!1 or major public use facll i- <br /> . ties. <br /> After dIscussion, Counc I I amended the Public Use District proposal, <br /> as attached, and made the following changes In the Proposed Zoning <br /> Ordinance: <br /> page 2-3, Land Use chart <br /> e) Add a P-I column, inserting an "S" for the following: <br /> Accessory Uses other than normal <br /> Clubs and Lodges <br /> Houses of Worship <br /> InstitutIonal Housing <br /> Medical Clinics <br /> Pub Ii c Uses (added) and Government Buildings <br /> (definition to be revised) <br /> Research, Animals <br /> Schools, Gene ra I Education <br /> Schools, Special Educat i on <br /> -3- <br />
