Crepeau, Jr. , Counc II men James Wingert, <br /> Charles Crichton, Robert Woodburn. <br /> Absent - None. <br /> Also Present - Treasurer Donald Lamb, Engineer Donald Christoffersen, <br /> Clerk Administrator Charlotte McNiesh, Deputy Clerk Dorothy <br /> Zehm. <br />. Approval of Minutes <br /> Wingert moved, seconded by Woodburn, that the Minutes of the Regular <br /> Counc II Meeting of September 27, 1976, be approved as amended. Motion <br /> carried unanimously. <br /> Wingert moved, seconded by Crepeau, that the Minutes of the Special <br /> Counc II Meeting of September 28, 1976, be approved as presented. <br /> Motion carried unanimously. <br /> BUSINESS FROM THE FLOOR <br /> Lexington Avenue Recommendations, Ramsey County Environmental and <br /> En Ineerln Committee - Commlssicner Donald Salverda <br /> Commissioner Salverda District 2 Chairman of the Environmental and <br /> Engineering Committee (a 21 member advisory Committee) Introduced <br /> . County Engineer Deane Anklan and Transportation Subcommittee Chairman <br /> Mike Martllla< <br /> Martllla reported the following subcommittee actions: <br /> I. Reviewed transportation polley of .Board of Commissioners. <br /> 2. Met with concerned citizens from Rosevllle. <br /> 3. Met with Rosevl I Ie citizens and Engineer Deane Anklan. <br /> 4. Presented alternatives from the County staff. <br /> 5. Presented proposal to business men along Lexington Avenue, <br /> possibly affected by the. improvement. <br /> 6. Met wiTh Shorevlew, Arden Hills and Rosevlilo citizens. <br /> 7. Prepa red conclusions and recommendations. <br /> 8. Reported findings to the Committee. <br /> Anklan noted alternatives to be determined: <br /> I. Do nothing. <br /> 2. Rebuild road at Its present design. <br /> 3. Build 4-lane divided road. <br /> 4. Build 4-lane, not divided. <br /> 5. Bu! ld a 4-lane combination of divided and not divided. <br /> Anklan described the proposed road Improvement, as recommended by the <br /> Committee as follows: <br /> I. County Road 0 to 500' north of Harriet Avenue - 4 lanes, undivided. <br /> 2. From 500' north of Harriet to about Victoria - 4 lanes with <br /> left-turn lanes (protected and unprotected) . <br />. 3. Victoria to Highway 96 - 4 lanes, undivided. <br /> Marti Ila described Lexington as a major col lector or arterial street <br /> (a long distance mover), serving at least 8000 vehicles/day (more than <br /> th Is In southern portion). <br /> Martilla said the sub-committee was comprised of I Sf. Pau I, I Shore- <br /> view, I Rosevllle and 2 White Bear residents. <br /> Wingert asked I f Resolutions submitted by Shorevlew and Arden Hili s <br /> had been considered by the Committee. Martllla said they are Included <br /> In the Committee's report. <br /> Slides were shown depicting the road as It now exists, with orange <br /> cones placed along the right-of-way to Indicate the delineation of <br /> the 4-lane roadway proposed by the Committee. <br /> -1- <br /> ---- ---- <br />
