<br />. <br /> <br />. <br /> <br />Minutes of Regular Councl I Meeting <br />Page two <br /> <br />. <br /> <br />July 26, 1976 <br /> <br />SullIvan saId it Is proposed that copies of the report be given to each <br />Planning Commission member for reference; asked Council to write ques- <br />tions It may have when reviewIng the report, and send them to the <br />Human Rights CommIssion. <br /> <br />REPORT OF VILLAGE PARKS DIRECTOR JOHN BUCKLEY <br /> <br />A uatlc Weed Removal Lake Johanna <br />Buckley reported tha the arks and Recreation Committee recommends <br />that Councl I not particIpate In the Lake Johanna Aquatic Weed Removal <br />because It does not affect all VIllage residents; therefore, Committee <br />does not recommend the expend I ture.. <br /> <br />Diseased Tree Removal Report <br />Buckley Introduced Mark Peterson, Village Tree Inspector, who reported <br />the status of the diseased tree removal program In Arden HI lis; stated <br />residents have been very cooperative In removing their diseased trees <br />within the 20-day time limit; City contractor Is doing a very good Job, <br />but has a back-log because of the numerous trees to be removed; estlma~ <br />ted that about 50% of his tree removal has been completed; very satis- <br />fied with the progress. <br /> <br />Peterson advised that he will Immediately start his second survey upon <br />completion of first survey; will extend Into October, at least, before <br />completed for this year. <br /> <br />When asked about suggested changes for next.year's program, Peterson <br />suggested that perhaps two Inspectors be appointed because of the <br />anticipated Increase In number of diseased elms; possibly have a <br />vapam craw start mid-June or early July; have not had time for much <br />vapaming this year. <br /> <br />Peterson noted that oak wilt Is a controllable disease, but, to date, <br />only known control of dutch elm Is to eliminate the Infected trees. <br /> <br />(McNlesh was requested to inquire re Diseased Tree Removal Program with- <br />In arsenal grounds.) <br /> <br />Grant-In-aid Program - Residential Property Tree Removal Subsidy <br />Buckley referred Council to Grant-In-Aid Application and Request for <br />Payment forms, and to his memo to Crichton (7/16/76) attached to Buckley's <br />memo of 7/23/76. <br /> <br />After discussion, Council took no action to go Into the program this <br />year. It was suggested that matter be discussed when considering <br />budget for 1977. <br /> <br />Site Improvement Plans for Hazelnut and Floral Parks <br />Buckley presented site Improvement plans for Hazelnut and Fioral Parks <br />for Counc iI's app rova I . <br /> <br />Crichton noted that nine (9) park plans have now been presented to Coun- <br />cl I for consIderation; suggested that Councl I defer action on these <br />plans, and review all nine plans at a meeting when Buckley will be In <br />attendance, probably the middle of August. Council concurred. Buckley <br />stated that most park work re these plans Is anticipated In 1977; may <br />proceed to spray for polson Ivy etc. this year. <br /> <br />Access to Floral Park <br />Feyerelsen advised Counci I of a pedestrian access to Floral Park from <br />Indian Oaks Trail, over a 5' easement (not recorded) along the west of <br />lot 16, Block I, Indian Oaks Addition; easement was obtained when lot <br />was spilt (Case No. 75-8); present owner agreed verbally to pedestrian <br />access across the western edge of his lot to Floral Park (Lot A), <br />(Council Minutes of 4/21/75). <br /> <br />Annual Progress Report for 1975-1976 <br />Buckley referred Council to the Arden Hills Parks and Recreation Depart- <br />ment Annual Progress Report for 1975-1976 for Its review. Council <br />deferred discussion of report and phllosopy of parks program to an <br />August Council meeting. <br /> <br />-2- <br />
