Crepeau, Jr., Counci ImenRobert Woodburn, <br />Charles Crichton, James Wingert. <br />Absent - Councilman William Feyereisen. <br />Also Present - Treasurer Donald Lamb, Attorney James Lynden, <br />Engineer Donald Christoffersen, Clerk Administrator <br />Charlotte McNIesh, Deputy Clerk Dorothy Zehm. <br /> <br />Approval of Minutes <br />Wingert moved, seconded by Crichton, that Council approve the <br />Minutes of the Regular Council Meeting of. June 14, 1976, as amended. <br />Motion carried unanimously. <br /> <br />Approval of Minutes of.Speclal Council Meeting of June 21, 1976, <br />was deferred, pending re-write of.conditions re Skyline Builders <br />stockpiling (p. 3) by Clerk Administrator, for Council's considera- <br />tion on July 19th. <br /> <br />(McNlesh to contact Skyline Builders for up-date as to when oily <br />substance will be removed or covered up.) <br /> <br />BUSINESS FROM THE FLOOR <br /> <br />None. <br /> <br />REPORT OF VILLAGE ATTORNEY JAMES LYNDEN <br /> <br />Case No. 74-14, Pemtom - Fourth Addition <br />Lynden referred Council to his letter of July 12, 1976 re HOA <br />Letter of Credit and Development Agreement and Execution of the <br />Final Plat. He advised Counci I that the matters referred to in <br />paragraph 2 of his letter re the HOA Agreement have been taken <br />care of. <br /> <br />Woodburn moved, seconded by Crichton, that Council approve and accept <br />the Irrevocable Letter of Credit (ILC No. (424), approve the HOA <br />Deveiopment Agreement, and authorize execution of the Final Plat of <br />Townhouse Vi Ilages North Fourth Addition by the Mayor and Clerk <br />Administrator. Motion carried unanimously. <br /> <br />Case No. 75-23 Flahert 's Arden Bowl - Gradln and Landsca e Plans <br />Lynden referred Councii to his letter 0 July 12,19 ,Re Vacation <br />of Portions of Connelly Avenue; Grading and Landscape Plans of Flaher- <br />ty's Arden Bowl, ~nc., Indicating concern about the encroachment of <br />parking stalls, landscaping and bituminous islands upon the right- <br />of-way of Connelly Avenue, and referred the Councl.1 to Engineer <br />Christoffersen's letter of June 29, 1976, which he feels amplifies <br />the problems created by encroachments. Lynden noted that Planner <br />Fredlund (memorandum re Connelly Street Upgrading Site Plan Review.) <br />indicates that the parking and grading plans ara Justifiable but the <br />landscaping plan needs to be up-graded. <br /> <br />Lynden expressed concern re claims based on design of street which <br />could stem from a delay or lnabi lity of emergency vehicles in getting <br />to a fire or accident. <br /> <br />Flaherty suggested that situation be left as it is; does not believe <br />that traffic has increased as anticipated; would like to spruce up <br />the existing lot, by r.~triping and delineating area that Flahertys <br />are presently using; would prefer not to pave or plant the new lot <br />(north of McDonald's) until determination is made by Counci I re the <br />transfer of land, grading and landscape plan and roadway and parking <br />de II neat Ions. <br /> <br />-1- <br />
