<br />. <br /> <br />Minutes of Special Council Meeting <br />Page two <br /> <br />June 21, 1976 <br /> <br />Status Report - NQ. 8 Lift Station <br />Johansen referred Council to his memo of 6/18/76 re No.8 Lift Station; <br />Christoffersen wil I see that punch I ist of minor corrections wi I I be <br />reso I ved; II ft stat j on has been work i ng very we II . <br /> <br />Sealcoat Project <br />Johansen reported that he feels a very good sealcoating job was done <br />this year; project has been completed. <br /> <br />. <br /> <br />State Aid Roads <br />Johansen reported that he understands that the State intends to <br />eventually turn over to municipalities those frontage roads main- <br />tained by the municipalities; these could then be added to mileage <br />of streets for State Aid funding. <br /> <br />Johansen said the Public Works Committee recommends City acceptance <br />of these frontage roads, if they are up-graded to good condition <br />prior to turn over to City. <br /> <br />Counci I requested that Johansen and Christoffersen pursue specific <br />information for Council's consideration: <br /> <br />I. Does City have the option to accept or reject the turn- <br />over by the State? <br />2. Can they be counted as mileage for State Aid funding? <br /> <br />Council also requested that Christoffersen and the Public Works Com- <br />mittee recommend streets to Counci I for State Aid designation. <br /> <br />Bethel College - lett~r Re Proposed One-way <br />Council referred proposed one-way Bethel Drive exit onto Highway 51, <br />to the Public Safety and Public Works Committees for their recommenda- <br />tIons to Council. <br /> <br />REPORT OF VILLAGE ENGINEER DONALD CHR~STOFFERSEN <br /> <br />Pemtom North, Fourth Addition - Request for Reduction in Letter of <br />Credit <br />Christoffersen reported that underground uti lities are completed and <br />inspected; recommends that Letter of Credit be reduced by $41,312; <br />retainage wil i adequately cover the above ground work remaining. <br /> <br />. Woodburn moved, seconded by Wingert, that Councl I approve a reduction <br />in the Letter of Credit #1413 for Townhouse Villages North, Fourth <br />Addition, from 565,628 to $24,316. Motion carried unanimOUSly. <br /> <br />Resolution Authorizing Preparation of a Joint Powers Agreement _ <br />Ramsey County Ditch No. 12 , <br />Christoffersen reported that he and Woodburn met with Shorevlew, <br />Ramsey County and State Highway Department representatives re storm water <br />runoff problems from Ramsey County Ditch No. 12; proposed Resolution <br />is to authorize preparation of a Joint Power Agreement so work on <br />solution to the problems can be sta~ted. <br /> <br />. <br /> <br />Woodburn moved, seconded by Feyereisen, that Counci I adopt Resolution <br />No. 76~2B, RESOLUT~ON AUTHORIZING PREPARATION OF A JOINT POWERS AGREE- <br />MENT, as presented. Motion carried unanimously. <br /> <br />Case No. 75-23 Flahert 's Arden Bowl - Gradin and Landsca e Plan <br />After review of site plan (dated received 8 18 75) and Grading and <br />Landscape Plan (dated received 8/25/75), Counci I referred the plans <br />to Engineer Christoffersen, Planner Fredlund and Attorney Lynden for <br />recommendations to the Council for consideration at July 12, 1976 <br />Counci I meeting. <br /> <br />Some of <br />I. <br />2. <br />3. <br />4. <br />5 . <br /> <br />the concerns noted were: <br />Does private parking on r.o.w present legal problems? <br />Is drainage plan adequate? <br />Will road bear the Increased traffic? <br />Is landscaping adequate? <br />Street name suggestions for three resultant streets. <br /> <br />Skyline Builders Request for Temporary Stockpiling of FI II Material <br />Mr. William Keefer explained that the residue from Minneapolis streets <br /> <br />-2- <br />
