<br />" . <br /> <br />MINUTES OF REGULAR COUNCIL MEETING <br />Village of Arden Hi lis <br />Tuesday, June I, 1976 - 7:30 p.m. <br />Village Hall <br /> <br />CALL TO ORDER <br />Pursuant to due call and notice thereof, Mayor Crepeau called the <br />meetin~ to order at 7:30 p.m. <br /> <br />. <br /> <br />ROLL CALL <br />Present - Mayor Henry J. Crepeau, Jr., Councilmen Charles Crichton, <br />James Wingert, Robert Woodburn, Wi " lam Feyereisen. <br />Absent - None. <br />Also Present - Treasurer Donald Lamb, Police Chief Pat Sexton, <br />Officer James LaValle, Clerk Administrator Charlotte <br />McNiesh, Deputy Clerk Dorothy Zehm. <br /> <br />APPROVAL OF MINUTES <br />Wingert moved, seconded by Crichton, that Counci I approve the <br />Minutes of the Special Council Meeting of May 17, 1976, as <br />amended. Motion carried unanimously. <br /> <br />Skyline Builders Request to Stockpi Ie Clean Fi II . <br />Mr. Bill Keefer, President of Skyline Builders advised CounCil of <br />his proposed 21 lot single-fami fy plat for area west of Houle <br />Addition, between 1-694 and County Road F and asked Counci lIs <br />permission to al low him to stockpi Ie 15,000 to 20,000 cubic yards <br />of Class 5 material and white sand on a portion of the proposed plat <br />site, pending approval of the plaT. <br /> <br />After review of proposed plat, conTour maps of the area, previous <br />correspondence from Rice Creek Watershed re previous proposals for <br />development of this site, and memo re telephone report from Engineer <br />Lund, Crichton moved, seconded by Crepeau, that Council authorize <br />the temporary stockpi lIng of Class 5 material and a small amount of <br />whiTe sand, by The City of Minneapol is, in area covering propOSed <br />lots 4-1 I and on proposed north/south roadway from County Road F <br />(Sketch received 6/1/76), for 6 months (to Dec. I, 1976); propOSed <br />roadway from County Road F to be ingress and egress for fi I I operation; <br />Skyline Builders, Inc. be reQuired tc remove fill at conclusiqn of <br />6-month period unless an acceptable plat has been fl led at that time. <br />Motion carried (Crichton, Crepeau, Wingert voting in favor of the <br />motIon; Feyereisen abstaining; Woodburn voting in opposition.) <br /> <br />(Council remInded Mr. Keefer that approval of The fill proposal <br />should also be ob1-ained from Rice Creek Watershed District.) <br /> <br />REPORT OF POLICE CHIEF PAT SEXTON <br /> <br />. <br /> <br />Tony Schmidt Park <br />Sexton referred Counci I to his letter to Bernard Edmounds, Director <br />of Recreation, Ramsey County, describing the numerous pol icing <br />problems encountered at Tony Schmidt Park. Sexton stated that years <br />ago beer, wine etc. were not permitted in this park, and POlicing <br />')roblems wel-e negligible; since Cities of St. Paul and ~1inneapolls <br />have prohibited all alcoholic beverages in parks within the Cii'ies, <br />problems in this park and other Ramsey County suburban parks have <br />increased Ithere alcoholic beverages are permiTted; main troubles <br />seem to be with large beer drinking groups - as soon as one trouble- <br />Some group is removed from the park, another moves in; use of park <br />for fami IV picnics has diminished noticeably in recent years, which <br />he attributes to The frequency of unruly drinking groups. <br /> <br />.In di~cussion, Council expreSsed concern re the illegal and uncontrolled <br />behaVior at Tony Schmidt Park; questioned whether trouble is attrib- <br />utable to drinking or unlawful activity - if other laws are not <br />obeyed, law prohibiting liquor would probably also not .be obeyed. <br />Sex:on and LaValle felt that enforcement of a non-alcuholic beverage <br />ordInance would not be as difficult as enforcement of other behavior <br />violations - difficult to determine actual vandalism violators in a <br />large group etc. <br /> <br />-1- <br />
