<br />, <br /> <br />Minutes of Regular Counci I Meeting <br />Page two <br /> <br />June I, 1976 <br /> <br />Feyerelsen moved, seconded by Crepeau, that the Counci I give AN <br />ORDINANCE PROHIBITING USE OF ALCOHOLIC AND INTOXICATING BEVERAGES <br />IN ALL PUBLIC PARKS LOCATED IN THE CITY OF ARDEN HILLS, its second <br />and final reading; read the ordinance aloud In its entirety; moved <br />Councl I adoption of the ordinance as read; authorizing Its publication <br />and execution by Mayor and Clerk Administrator. Motion carried <br />(Feyereisen, Crepeau, Crichton voting in favor of the motion; <br />Woodburn abstaining; Wingert voting in opposiTion). <br /> <br />. <br /> <br />Police Res~rve Unit <br />Sexton reported That the two Arden Hi I Is Police Reserve applicants have <br />graduated; both did very well; are currently riding in squads with <br />Poi ice Officers - this is part of the Pol ice Reserve curriculum; <br />Rules and Regulations have been revised. Councl I noted that Rule.s <br />and Regulations for an Arden HI lis Police Reserve Unit have not <br />been approved to date; should have Counci I approval prior to permitting <br />their working with the Police Department; a Police Reserve Unit in <br />Arden Hills has not, as yet, been authorized. <br /> <br />(Copies of proposed Rules and Regulations, as amended, should be <br />given to Counci I for its consideration. Sexton said that theSe <br />revised and condensed Rules and Regulations are the ones used <br />throughout the Twin City area; had thought they had been senT to <br />Counc I I I ast week.) <br /> <br />Enforcement of Laws on County Open Space and Park Properties and <br />Other Private a~~ Semi-privaTe Properties <br />Sexton advised that the Police Department has agreements with Ramsey <br />County, School District, Bethel Col lege, Commercial properties etc. <br />to make arrests; do not have such an agreement with Northwestern <br />Col lege, which usual iy Is served by Roseville Police Department. <br /> <br />OTHER BUSINESS <br /> <br />Sitzmark Ski and Sai I - Wm. Weglaitner <br />Mr. Wegleitner introduced his store manager, Tim Nelson, and explained <br />that he had received notification from Larry Squires, that he Is In <br />violation of Ordinance 99 for outsIde storage of boats In his parking <br />lot, whIch reduces his parking lot capacity. Wegleitner presented <br />pictures of the SI.tzmark site, t3ken from the roof of McGuire's <br />Inn, and read letters from Carroll Furniture, McGulres, St. Paul <br />Book and Stationery in support of the outsi~e boat display which he <br />said is essential to the operation of this portion of his business; <br />some of the boats are too large to be adequately displayed indoors. <br /> <br />Wegleitner explained that he actually has two seasonal businesses <br />(Sail - April It,:>Sept.1 and Ski - Sept. I to April I). He <br />explained that during the summer months the reta; 1 sales portion of <br />the bui Iding is the Centel- portion only; two larger portions are <br />used for storage - In the winter months the reverse is true; therefore <br />his parking requiremenTs (Ore. 99) change - does not need the number <br />of parking stalls in the summer -rhat are required for his winter <br />business because retail sales area of bui Iding is greatly reduced. <br /> <br />. <br /> <br />Wegleitner explained that boat display in parking area is not a <br />"sales lot"; sales are made from within the bui Iding, where it is <br />impossIble to adequately show some of the large boats (tal I masts, <br />difficulT maneuverin~l space etc.) He explained he has about 12 <br />diff-erent boat models; only the largel- of which are outside. <br /> <br />Council <br />I. <br /> <br />2. <br /> <br />noted the follOWing conCErns: <br />lot coverage already too intense to comply with the required <br />percentage of green space on the site and was granted a <br />variance.
