Crepeau, Jr. <br />Al~o Present - Treasurer Donald Lamb, Attorney James Lynden, Public <br />Works Supervisor Hans Johansen, Building Inspector Larry <br />Squires, Clerk Administrator Charlotte McNlesh, Deputy <br />Clark Dorothy Zehm. <br /> <br />REPORT OF VILLAGE ATTORNEY JAMES LYNOEN <br /> <br />Ordinance to Prohibit Drinking of Alcoholic Beverages in Parks <br />Within the City <br />~- <br />Lynden referred Council to his letter of 5-21-76 re proposed draft <br />of An Ordinance Prohibiting Use of Alcohol Ie and Intoxicating Beverages <br />in Ail Public Parks Located in the City of Arden Hills. <br /> <br />Wingert moved, seconded by Feyerelsen, that Council temporarily <br />suspend the requirement of the first and second reading and adopt <br />the Ordinance as submitted. <br /> <br />In discussion, concern was expressed re the following: <br /> <br />a) Is there sufficient time to notify public of new regulation <br />prior to Memorial Day weekend? <br />b) is Ordinance of sufficient emergency to warrant suspending <br />the ru les'? <br />c) Is complete prohibition desired or control of behavior? <br /> <br />After discussion, Wingert withdrew his motion and moved that Council <br />introduce An Ordinance. Prohibiting Use of Alcoholic and Intoxi- <br />cating Beverages in All Public Parks Located in the City of Arden <br />Hills, by title. Motion was seconded by Feyereisen and carried <br />unanimotjsly. <br /> <br />Counci! requested a report from the Police Department re problems <br />encountered at parks and suggested that, if possible, a Pollee Offi- <br />cer ai'tend the June 1,1976 Council Meeting. <br /> <br />. <br /> <br />Control Data Cor~. vs. Metropolitan Waste Control Commission and <br />C j ty of Arden H.!...U~ <br /> <br />Lynden reviewed his letter of 5-21-76 re Control Data Corporation <br />vs.Metropolitan Waste Control Commission and City of Arden Hills, <br />and attached District Court Order with the Council. No Council <br />action need be taken at this time; parmit (plumbing and sewer con- <br />nection) is to be issued by the City when $17,500 SAC charge and <br />permit fees have been received from C.D.C. (Lynden anticipates <br />trial may be this fall.) <br /> <br />Proposed Ordinan126 Amending Ordina:!,Ses Nos. 49 and 94 <br />Lynden referred Council to his letter of 5-21-76 and draft of <br />Ordinance Amending Ordinances Nos. 49 and 94 Concerning Persons <br />Authorized to Instal I Residential Sewers, which he proposed for <br />Coupc i I adopt Ion. <br /> <br />In discussion, ~oncern was expressed re Sewer Instal ler Lice~ses <br />which have been issued for year 1976 <br /> <br />al Should City continue to Issue permits to these licensed <br />contractors for balance of year? <br />b) Should license fea be pro-rated, portion for balance of <br />year refunded and no ne~ permits issued for balance of year? <br /> <br />-1- <br />
