<br /> <br />27 <br />EXHIBIT C <br />TO <br />DEVELOPMENT AGREEMENT <br /> <br /> <br />CITY OF ARDEN <br />HILLS COUNTY OF <br />RAMSEY STATE OF <br />MINNESOTA <br />RESOLUTION NO. 2025-007 <br /> <br />RESOLUTION APPROVING A MASTER AND FINAL PLANNED <br />UNIT DEVELOPMENT AND CONDITIONAL USE PERMIT FOR <br />LOT 1, BLOCK 1, ARDEN HEIGHTS ADDITION <br /> <br />WHEREAS, City Staff received a complete land use application for 1700 Highway 96 <br />(“Subject Property”) as part of a Master & Final Planned Unit Development for a Conditional <br />Use Permit on November 4, 2024; <br /> <br />WHEREAS, the Subject Property is located in the R-4 Multiple Dwelling District and <br />is guided as High Density Residential in the Land Use plan; <br /> <br />WHEREAS, a Conditional Use Permit is required for a multiple family dwelling in <br />the B-4 Zoning District; <br /> <br />WHEREAS, the Applicant has requested as part of the Final Planned Unit <br />Development a Conditional Use Permit in order to allow multiple family dwelling; <br /> <br />WHEREAS, the City Council directed Staff to prepare a Land Use Application Public <br />Policy Notification to notify all property owners within 1000 feet of Subject Property when a <br />request for the Planning Commission is to occur related to a land use application that requires <br />a public hearing; <br /> <br />WHEREAS, the City’s obligation has been met where the Arden Hills Planning <br />Commission duly held a public hearing on December 4, 2024. All persons present at said <br />meeting were given an opportunity to be heard and present written statements; and <br />
