<br />Page 3 of 9 <br /> <br />At the April 14, 2025 City Council Work Session, staff presented findings, explaining that retail <br />sales and service and thrift store uses are defined separately in the Zoning Code. A Thrift Store use would require a conditional <br />use permit to operate in the B-4 – Retail Center District and I-FLEX zoning districts. A Thrift <br />Store use would not be allowed in the other zoning districts. <br /> <br />Councilmembers discussed the provided information and the current zoning language for thrift <br />store use. Comments included suggestions to address types of thrift store operations that would be <br />conducted in the business location, to allow for a thrift store use in the B-2 and B-3 Zoning <br />Districts, and to distinguish between different intensities of thrift store operations. Direction was <br />given to staff to draft ordinance language to modify how a thrift store use is regulated in the Zoning <br />Code and to bring the drafted amendments to the Planning Commission for review before coming <br />before the City Council. <br /> <br />Overview of Ordinance Amendments <br /> <br />Staff has prepared a draft ordinance identifying language to be amended and/or added for the City <br />Council’s review (Attachment A). The applicable Sections to be modified are as follows: <br /> <br />• Section 1305.04, Zoning Code Definitions <br />• Section 1320.05, Land Use Chart in the B-2, General Business District, B-3, Service <br />Business Zoning District, B-4, Retail Center District, and I-FLEX Zoning Districts <br />• Section 1325.046, Thrift Store Additional Conditional Use Permit Criteria <br /> <br />Section 1305.04, Zoning Code Definitions: <br /> <br />1) Expand definitions relevant to the Thrift Store use <br />The existing definition of a thrift store use is included in the modified ordinance language with <br />one operational characteristic removed. Receipt of used goods directly from the public at the <br />business location is proposed for removal from the draft language at the suggestion of the City <br />Attorney as the receipt of goods is addressed in another part of the use definition. In addition to <br />removing the first characteristic, staff has drafted additional definition verbiage for a Class I thrift <br />store and a Class II thrift store.
