<br />Page 4 of 9 <br /> <br />language based on the City Council’s direction to distinguish store uses based on business <br />operations, size, and proximity to other businesses. <br />To prepare this language, staff reviewed neighboring community language for definitions related <br />to Class I and Class II commercial uses and consulted with the consulting team working on the <br />zoning code review and update. Finding few examples that matched the current development <br />within the City, staff reviewed site plans for recent standalone and multi-tenant building <br />developments within the City to align the drafted language with existing conditions. The drafted <br />7,000 square feet or 20 percent of a multi-tenant building are included in the definitions to establish <br />a maximum business size for a Class I thrift store use that is compatible with commercial <br />development in Arden Hills. The City Council is being asked to review and discuss the drafted <br />definitions. <br />Proposed Language: <br />Thrift store. A business for which the stock of goods is primarily used and may include the <br />following operational characteristics: <br />• Receipt of used items directly from the public at the business location. <br />• Processing, conditioning, cleaning, or repair of used or returned items for resale. <br />• Storage of used items on site for processing, resale, or disposal. <br />• Receipt of goods through purchase, consignment, or donation. <br />Class I: Above uses in a business located within a multi-tenant building which occupies <br />less than 7,000 square feet or less than 20 percent of the building square footage in a <br />multi-tenant building, whichever is lower. <br />Class II: Above uses in a business located within a standalone building or located within <br />a multi-tenant building which occupies greater than 7,000 square feet or greater than 20 <br />percent of a multi-tenant building. <br />Section 1320.05, Land Use Chart in the B-2, General Business District, B-3, Service Business <br />Zoning District, B-4, Retail Center District, and I-FLEX Zoning Districts: <br /> <br />2) Land Use Chart within Section 1320.05 would be amended to include Thrift Store, Class I <br />and Thrift Store, Class II: <br />a. Amend the Thrift Store land use category to Thrift Store, Class II. <br />b. Add a land use category for Thrift Store, Class I as a Permitted Use under the B-2 <br />General Business, B-3 Service Business, B-4 Retail Center, and I-FLEX Zoning <br />Districts. <br />c. Add Thrift Store, Class II as a Conditional Use under the B-2 General Business and <br />B-3 Service Business Zoning Districts. <br /> <br />Staff has drafted updates to the Land Use Chart based on the City Council’s direction to allow for <br />a lower intensity thrift store use as a permitted use in the B-2, B-3, B-4 and I-FLEX Zoning <br />Districts. These updates also include amending the Land Use Chart to add a Class II thrift store as <br />a Conditional Use in the B-2 and B-3 Zoning Districts, in addition to the B-4 and I-FLEX Zoning <br />Districts where a thrift store use is already a conditional use. <br />
