Reorganize Subdivision 1 Development Standards to establish the requirements <br />and criteria for all thrift store uses, criteria for Thrift Store, Class I as a permitted <br />use, and criteria for Thrift Store, Class II as a conditional use. <br /> <br />Staff has prepared language for Section 1325.046 to rename the section to align with the land use <br />chart update to allow a Class I thrift store as a permitted use in the B-2, B-3, B-4, and I-FLEX <br />Zoning Districts. The drafted language also reorganizes this section to specify criteria that is <br />required of all thrift store uses, followed by additional criteria that are specific to Class I and Class <br />II thrift store uses. <br /> <br />Conditions A through C for all thrift store uses are existing standards in Section 1325.046 and <br />already are applicable to a thrift store use. These conditions relate to where thrift store operations <br />take place on the business site. <br /> <br />At the May 7, 2025 meeting, the Planning Commission discussed how a thrift store use might <br />receive and transfer merchandise while located within a multi-tenant building. It was brought up <br />that most multi-tenant buildings do not have an enclosed structure for a business to receive items, <br />which could create challenges for the existing condition for all thrift store uses, “All merchandise <br />receiving, transfer, sorting, processing, and storage shall occur within a completely enclosed <br />principal structure.” A concern was raised about how a thrift store use could receive goods at the <br />store and how large items such as furniture could be accepted by a store, while limiting traffic <br />impacts to multi-tenant building neighbors. The Planning Commission recommended amending <br />the existing condition to remove receiving and transfer and to create new conditions to address <br />receiving and transfer for Class I and Class II thrift stores. Staff has drafted language based on this <br />recommendation for the City Council to consider. <br /> <br />Included in the drafted language reviewed by the Planning Commission at the May 7, 2025 <br />meeting, was criterion d, “Outdoor display and sales shall not be allowed.” Staff drafted this
