Page 1 of 2 <br /> <br />CONSENT ITEM – 4A <br /> <br />MEMORANDUM <br /> <br />DATE: May 28, 2025 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> <br />FROM: Jessica Jagoe, City Administrator <br /> <br />SUBJECT: Ramsey County Sheriff’s Office Flock Safety Camera Budget Amendment <br /> <br /> Budgeted Amount: Actual Amount: Funding Source: <br />N/A $4,183.80 General Fund <br /> <br />Council Should Consider <br /> <br />Motions to approve, table, or deny the following: <br /> <br />• Budget amendment for the Ramsey County Sheriff’s Office in the amount of $4,183.80 <br />in 2025 for the installation of Flock LPR Safety Cameras. <br /> <br />Background <br /> <br />At the May 12th and 27th Work Sessions, the Council discussed the 2025 budget amendment <br />proposal by the Ramsey County Sheriff’s Office (RCSO) for the installation of license plate <br />reader (LPR) camera technology in the contract cities. The RCSO is proposing to install 19 <br />cameras, of which three (3) would be installed in Arden Hills. Safety camera locations were <br />identified in high traffic areas/retail areas. The RCSO has stated that this proposal provides good <br />initial coverage and is representative of patrol allocation. Safety cameras are located on the <br />borders of the contract cities to provide maximized coverage. If approved by all of the contract <br />cities, the RCSO would begin installation mid-summer. <br /> <br />Additional information shared by RCSO regarding the LPR cameras: <br />• Alerts can be set for those license plates on custom hot lists or Amber Alerts <br />• Vehicle Fingerprint Technology <br />o Vehicle characteristics <br />o Search body type, color, make, top racks, etc. <br />• Not facial recognition, not tracking speeds, not parking violations <br />• Solar Powered Technology <br />• State Statute requires users to get rid of data every 60 days. Flock gets rid of data every <br />30 days <br />• Permission from other agencies needs to be given to those who use the Flock system to <br />view their agency collected LPR data
