INTRODUCTION <br />The Arden Hills City Council approved a Professional Services Agreement on March 10, 2025 which <br />ordered the preparation of a Feasibility Report for the 2026 Pavement Management Program <br />(PMP) Street & Utility Improvements project. This report will examine the feasibility of proposed <br />improvements to the roadway and utilities within the 2026 PMP project area. The following <br />streets, trail segments, and the surrounding areas, are proposed for improvements: <br />• Karth Lake Drive from the west cul-de-sac to Pleasant Drive <br />• Pleasant Drive from Amble Drive to the north cul-de-sac <br />• Pleasant Circle from the west cul-de-sac to Lexington Avenue (CSAH 51) <br />• Amble Drive from Karth Lake Drive to Lexington Avenue <br />• Amble Circle from Amble Drive to the north cul-de-sac <br />• Karth Lake Circle from Hamline Avenue (CSAH 50) to the south cul-de-sac <br />• Cummings Park Drive from the west cul-de-sac to Lexington Avenue <br />• Select trail segments on the east side of Cummings Park, connecting to the Lexington <br />Avenue trail <br /> <br />See Figure 1 in Appendix A for the proposed project location map. <br />This report reviews the existing conditions in the project area and discusses, in detail, the <br />proposed improvements. These proposed street improvements consist of two construction <br />methods, each determined as a result of deteriorating street pavement conditions and proposed <br />improvements to the watermain, sanitary sewer, and storm sewer infrastructure. The first <br />pavement improvement method is the milling and overlaying of the existing roadway pavement <br />with a new wearing course. The second method is the full depth reclamation of the roadway, a <br />process that pulverizes the existing roadway to create a suitable base for new non-wear course <br />and wear course pavement to be installed. The report also provides preliminary cost estimates for <br />the proposed improvements with financing for the project coming from a combination of special <br />assessments, the City’s general tax levy, and the City’s utility funds. <br />If the City decides to proceed with the proposed street and utility improvements described in this <br />report, it is anticipated construction would begin in 2026 as shown in the detailed project <br />schedule found later in this report. <br />II. BACKGROUND <br />The city’s Capital Improvement Plan (CIP) identifies proposed projects, their associated costs, and <br />funding for a five-year period. The streets evaluated in this report were identified in The City of <br />Arden Hills’s 2025 CIP for construction in the year 2026. The project area is primarily residential <br />with a park area separating the residential properties from the industrial properties surrounding <br />Cummings Park Drive. The project areas were originally constructed as part of five platted <br />developments identified to have been completed primarily in the late 1970’s. The proposed <br />improvements discussed in this report took into consideration the available documents and data <br />related to the project areas, including but not limited to the City of Arden Hills 2040 <br />Comprehensive Plan, record drawings, geotechnical reports, Pavement Condition Index (PCI) <br />ratings, sanitary sewer televising inspections, watermain break and leak history, and field <br />observations conducted by city public works staff. <br />DRAFT
