Prepared by: Bolton & Menk, Inc. EXISTING CONDITIONS
2026 PMP Street & Utility Improvements ǀ 25X.137753 Page 2
III. EXISTING CONDITIONS
Streets
The streets within the proposed project area are all predominantly residential streets with
urban street sections consisting of bituminous pavement and B618 or surmountable
concrete curb and gutter. The roadways provide a drive lane in each direction and parking
along the curb lines. The exception to this is Cummings Park Drive, which consists of a
partially median divided urban street section with no parking. The project areas were
originally constructed as part of five platted developments identified in the RFP as having
been completed primarily between 1977 and 1979 except for the Boston Scientific campus,
which was re-platted in 2015. Since the infrastructure’s initial construction, city pavement
management records indicate the most recent structural pavement improvement projects
include:
• Amble Drive – 1994 Reconstruction
• Amble Circle, Karth Lake Drive, Pleasant Drive (between the north and south cul-de-
sacs), and Pleasant Circle – 2003 Mill & Overlay
• Cummings Park Drive and Pleasant Drive (from Amble Drive to the south cul-de-sac)
– 2003 Reconstruction
• Karth Lake Circle – 2007 Reclamation
The project area includes over 130 properties adjacent to the street improvements. Table 1
below shows the existing street widths from face of curb to face of curb, approximate right-
of-way widths, and current PCI ratings of the street pavements.
Table 1 – Existing Streets
Street Name Extents Street Width ROW Width PCI Rating
Karth Lake Circle Hamline Avenue to
South cul-de-sac 34-ft 60-ft 66
Karth Lake Drive West cul-de-sac to
Pleasant Drive 34-ft 60-ft 45
Pleasant Circle West cul-de-sac to
Lexington Avenue 34-ft 60-ft 45
Amble Drive Karth Lake Drive to
Lexington Avenue 34-ft 60-ft 20
Pleasant Drive Amble Drive to
South cul-de-sac 28-ft 60-ft 45
Pleasant Drive South cul-de-sac to
North cul-de-sac 34-ft 60-ft 45
Amble Circle Amble Drive to
North cul-de-sac 34-ft 60-ft 18
Cummings Park Drive West cul-de-sac to
Lexington Avenue 42-ft – 70-ft 75-ft – 100-ft 39

The current PCI ratings for the proposed project streets range from 18 to 45, except for
Karth Lake Circle, which is rated 66. The bituminous pavement within the study area exhibits
wear and distress due to traffic loading as well as typical weathering effects experienced
with aged asphalt pavement. The existing pavement contains surface delamination,
transverse cracking, longitudinal cracking, some potholing, and some alligator-type cracking.
DRAFT
