The results of this survey were considered during the <br />development of this feasibility report and items within the scope of the project were <br />incorporated to address the feedback received. It should be noted that to align with city <br />policy, potential damage to irrigation systems will be repaired as part of the project by the <br />selected contractor, however, potential damage to dog fences is the responsibility of the <br />homeowner to repair. <br />A summary of the responses received from the resident survey can be found in Appendix E, <br />with personal information redacted. <br />Another opportunity for public involvement will be at a public open house, tentatively <br />scheduled for November of 2025, to share the proposed project design. Feedback from the <br />open house will be considered and incorporated into the final design as directed by city <br />staff. A final public informational meeting will be held after the final design is better defined <br />but prior to construction of the project. <br /> RCWD Grant Opportunities <br />RCWD indicated they are supportive of the proposed Karth Lake pumping improvements to <br />implement lake level monitoring and potential automation of the pump system. It was <br />indicated that they would be a potential funding partner depending on what improvements <br />are proposed for implementation and what the associated financial impact is associated <br />with the improvements. City staff will approach RCWD again after receiving direction on the <br />Karth Lake pumping improvements to continue discussions on potential financial support. <br />Any potential financial support for these improvements would not be through a grant <br />program and would be through other funding mechanisms to help support the goals of the <br />watershed. Their support stems from a desire to help stabilize the shoreline level at 935.0 to <br />935.5 (as opposed to 934.0 to 936.0) which would help alleviate shoreline erosion by <br />allowing vegetative growth to maintain and stabilize the shoreline. <br />Existing RCWD grants are available this fiscal year and there are three improvements <br />identified with this project that were confirmed to be eligible for application through these <br />programs. The RCWD’s Stormwater Management Grant is a 50/50 cost share with up to a <br />$100k grant award, in total. Applications are due around mid-December with awards <br />anticipated in Spring of 2026. This application timeline aligns well with the proposed <br />schedule for the 2026 PMP project. The incorporation of new sump storm structures with <br />SAFL Baffles to help trap sediment from continuing downstream and into Karth Lake is one <br />eligible improvement for this grant. The other improvement would be the construction of a <br />new stormwater pond to treat stormwater before entering Karth Lake (a continuation of the <br />previously completed “Phase 1” slope stabilization project). <br />The RCWD’s Water Quality Grant opens at the beginning of the year and is available until <br />funds run out. Given the proposed schedule for the 2026 PMP project, this may or may not <br />be available when plans are finalized and ready for submission. If available, the replacement <br />of the retaining wall near the Karth Lake pump station would be eligible for this grant to <br />alleviate erosion coming from the failing wall. <br />VI. RIGHT-OF-WAY, EASEMENTS, AND PERMITS <br />All work on the project is anticipated to take place within existing city right-of-way or easements. <br />However, after completing final design, it is possible that temporary easements or right-of-entries <br />DRAFT
