<br />Minutes of Regular Council Meeting <br />Poage th ,"ee <br /> <br />January 12, 1976 <br /> <br />. <br /> <br />After discussion, Woodburn moved, seconded by Crichton, that Council <br />approve the recommendations of the Finance Committee (Minutes of <br />Finance Committee Meeting of 12/11/75), with the following changes: <br /> <br />I. Modify #5, Flaa Markets, to include side-walk sales, etc. <br />2. De lete #9 an d 6 I I . <br />3. Include mobile vendors (popcorn wagons, etc. In 612 (Itin- <br />erant vendors). <br /> <br />Motion carried unanimously. <br /> <br />McNiesh was requested to prepare a Resolution for Council considera- <br />tion, rescinding Resolution No. 72-57 a~d Establishing Permit Re- <br />quirements and a Schedule of Permit Fees for Certain Activities In <br />Arden Hi I Is. <br /> <br />. <br /> <br />House Numbering <br />Deferred. <br /> <br />. <br /> <br />Proposed Parks Expendi~ures <br />Crichton described the status of the 1975 Parks and Recreation Depart- <br />ment Budget re site improvements proposed at Perry, Floral and Inger- <br />son parks: <br /> <br />Perry Park - benches and bleachers <br />Floral Park - climbing structure <br />(now costing an estimated $1500) <br />Ingerson Park - corgo net <br /> <br />$850 <br />$1300 <br /> <br />$300 <br /> <br />Crichton reviewed previous Counci I action authorizing these expendi- <br />tures, provided that site improvement budget, as well as total Parks <br />Budget, I s not exceeded (II -24-75) . <br /> <br />After discussion, Crichton moved, seconded by Woodburn, that Council <br />authorize the $850 expenditure for the benches and bleachers at Perry <br />Park from the 1976 Park Fund (Fund No. 801). Motion carried (Crichton, <br />Woodburn, Wingert, Crepeau voting in favor of the motion; Feyerelsen <br />voting in opposition). <br /> <br />Connelly Avenue Status Report <br />McNlesh was requested to ask Attorney lynden for report re status <br />of Connelly Avenue acquisition and dedication. <br /> <br />Proposed Zoning Ordinance Review <br />Wingert proJected an Overview of the Proposed Zoning Ordinance for <br />Council consideration, and briefly described the four parts Into which <br />the proposed zoning ordinance is divided, and the various application <br />p rocedu res. <br /> <br />Wingert moved, seconded by Woodburn, that Counci I introduce the <br />ordinance by title, AN ORDINANCE AMENDING ARDEN HILLS ORDINANCE NUM- <br />BER 99, THE ZONING ORDINANCE, IN ITS ENTIRETY BY CODIFYING PRIOR <br />AMENDMENTS THERETO AND MAKING FURTHER AMENDMENTS TO THE PROVISIONS <br />REGULATING THE USE OF LAND, THE LOCATION AND THE USE OF BUILDINGS AND <br />THE ARRANGEMENT OF BUILDINGS ON LOTS IN THE CITY OF ARDEN HILLS, MINN- <br />ESOTA; ADOPTING A ZONING MAP: ENACTING ADMINISTRATIVE PROCEDURE FOR <br />ENFORCEMENT; REPEALING INCONSISTENT ORDI~ANCES; AND IMPOSING PENALTIES <br />FOR VIOL~TION THEREOF. Motion carried unanimOUSly. <br /> <br />. <br /> <br />In review of the Proposed Zoning Ordinance (Dec. 30,1975), Council <br />reviewed pages I through Definition No. 47 on page 7; noting the <br />fo I low i n g: <br /> <br />I-I No.9 - questioned meaning of "efficient". <br />I-I No. 10 - are "public services" enumerated somewhere In <br />the ordinance? <br />1-3 Definition No.2. Acre, Net was amended to read "One (I) <br />acre of land, as finally built, minus the following:...". <br />1-3 and 1-5 "Basement" and "Cellar" definitions were confusing. <br />1-7 Definition No. 46 - questioned whether "basement" or <br />"cellar" should be used in definition - considered definition <br />to be cumbersome. <br />2-2 Land Use chart was amended to add Boarding House and insert- <br />Ing and S in all residential zones. <br /> <br />-3- <br />
