<br />Minutes of Regular Council MeE>ting <br />Page two <br /> <br />January 12, 1976 <br /> <br />Resolution No. 76-4 - Suburban Rate Authority <br />Crepeau designated Councilman Feyereisen as Director and Councl'man <br />Wingert to serve as Alternate Director of the Suburban Rate Authority. <br /> <br />Crichton moved, seconded by Wingert, that Counci I adopt Resolution <br />No. 76-4, RESOLUTION DESIGNATING DIRECTOR AND ALTERNATE DIRECTOR TO <br />SUBURBAN RATE AUTHORITY. Motion carried unanimously. <br /> <br />License Approvals <br />After review of list of ten (10) 1976 License Applications, Feyerelsen <br />moved, seconded by Crichton, that Council approve the Issuance of <br />licenses, as listed; rubbish hauler I iconse approvals are subJect to <br />approval of the Health Officer. Motion carried unanimously. <br /> <br />. <br /> <br />Cla'.s and Payroll <br />Crichton moved, seconded by Feyerelsen, that Council approve the <br />Claims and Payrol I as submitted. Motion carried unanimously. <br /> <br />. <br /> <br />Acting Treasurer <br />Crichton noted the added cost of bonding an Acting Treasurer, as wel I <br />as Treasurer. After discussion re necessity of Acting Treasurer and <br />Treasurer, Councl I and Treasurer Lamb concurred that appointment of <br />Acting Treasurer be rescinded; Treasurer signature stamp be used In <br />lieu of Treasurer's signature, in his absence; two actual signatures <br />be required on each check. <br /> <br />McNlesh was requested to prepare amended resolutions and to obtain <br />new signature cards to reflect Council's action and to obtain a credit <br />for cancelling bond of Acting Treasurer. <br /> <br />Special Use Permit - Time Limit <br />McNlesh referred Council to her memo of 1-9-76 re the six-month ex- <br />piration provision for Special Use Permits, and noted that the TCCH <br />Special Use Permit was dated August 25, 1975 and the Presbyterian <br />Homes Special Use Permit was dated September 8, 1975. <br /> <br />Councl I requested McNiesh to advise TCCH and Presbyterian Homes of <br />the Special Use Permit expiration provisions and to ask each for a <br />"good" estimate of anticipated construction starting date. <br /> <br />Case No. 72-35, Pemtom, Inc. - Townhous.~ Villages at Arden Hills, <br />Seventh Addition <br />McNlesh referred Council to Attorney Lynden's letter (1-12-76) and <br />attached Agreement waiving guarantee bond requirement re Townhouse <br />Villages at Arden Hills, 7th Addition. <br /> <br />After discussion, Woodburn moved, seconded by Wingert, that Council <br />approve execution of the Agreement by the Mayor and Clerk Administrator, <br />as submitted. Motion carried (Wnodburn, Wingert, Feyerelsen, Crepeau <br />voting in favor of the motion; Crichton voting In opposItion). <br /> <br />OTHER BUS I NESS <br /> <br />. <br /> <br />Human Rights Commission Resignation <br />Feyereisen moved, seconded by Crichton, that Council accept the <br />resignation of George Weiss from the Human Rights Commission. Motion <br />carried unanimOUSly. <br /> <br />Human Rights Commission Appointment <br />Mayor Crepeau appointed R. W. Steele as a member of the Human Rights <br />Commission through 1977, to fiil the unexpired term of George Weiss. <br /> <br />Wingert moved, seconded by Crichton, th<lt Council approve the appoint- <br />ment through 1977. Motion carried unanimOUSly. <br /> <br />Temporary Permits <br />McNlesh referred Council to Attorney Lynden's letter (1-12-76) re <br />Refundable License Fees and Penalties, and to the recommendations of <br />the Finance Committee re Resolution No. 72-57. <br /> <br />-2- <br />
