WI. <br /> RoU Call <br /> present - Mayor Robert Woodburn, Councilmen Janet Hollenhoret, <br /> Diane McAllister, Maurice Johnson <br /> Absent - Councilman James Wingert <br /> . Also Present - Engineer Donald Christoffersen, Planner Orlyn Miller <br /> Clerk Administrstor Charlotte McNiesh, Deputy Clerk <br /> Dorothy Zehm <br /> Approval of Minutes <br /> Hollenhorst moved, seconded by Johnson, that the Minutes of the <br /> October 26th Council meeting be approved as submitted. Motion <br /> carried unanimously. (4-0). <br /> Tom Newcome, Metropolitan Council Member, District 4 <br /> Representative <br /> Mr. Newcome in troducecl himsel f to the Council and offered to help <br /> "smooth out" or help resolve any problems the Ci ty may have; <br /> briefly discussed with Council some of the current areas of Me tro <br /> Council involvement (sludge disposal sites, health care, planning) . <br /> Newcome said he is a strong proponant of problem solving on the <br /> local level whenever possible; explained thst, ss s result of re- <br /> duced Federal funding there will be Metro Council staff reductions <br /> to a "hardcore" nucleus; said he feels the Metro Council is worthy <br /> of the monies expended; feels it has done a lot of good in pre- <br /> venting duplicstions of effort (e. g. hospitals) and coordinstina <br /> of plsns etc. <br /> Council expressed its sppreciation to Mr. Newcome for his interest <br /> in Arden Hill's concerns and offer of assistance in matters of <br /> Metro Council involvement. <br /> Business from the Floor <br /> None <br /> Report of VillaRe Attorney James Lynden <br /> Absent <br /> Resolution No. 81-79, AuthorizinR Execution of Pipe Line Crossing <br /> Permit , LexinRton/694 Storm Drainaae Pro1ect <br /> Council was referred to Lynden's letter of 11-6-81 and attached <br /> draft of Resolution No. 81-79, A RESOLUTION AUTHORIZING MAYOR AND <br /> CLERK-ADMINISTRATOR TO EXECUTE PIPE LINE CROSSING PERMIT OF TRI- <br /> STATE LAND COMPANY AND SOO LINE RAILROAD COMPANY IN CONNECTION <br /> WITH 1-694 AND LEXINGTON STORM DRAINAGE PROJECT. <br /> . Concern was expressed relative to the wording of Article 13 of <br /> the Aareement. <br /> After discuasion, Johnson moved, seconded iby McAllister, that <br /> Council adopt Resolution No. 81-79, as amended,with the proviso <br /> that it contain a statement correctina Article 13 by deleting <br /> "coat of construction". Motion carried unanimously (4-0). <br /> REPORT OF VILLAGE ENGINEER DONALD CHRISTOFFERSEN <br /> Acceptance of Improvements and Release of Letter of Credit - <br /> McClung's Second Addi tion <br /> Council was referred to Christoffersen's letter of 11-5-81. <br /> McAllister moved, seconded by Hollenhorst, that Council acce~t the <br /> McClung 2nd Addition sanitary sewer, water, storm drainage and <br /> street facilities improvement and suthorize release of the devel- <br /> I <br /> opers Letter of Credit upon receipt by the City of an appropriate <br /> maintenance bond as app roved by the City Attorney. Motion carried <br /> unanim.oaly (4-0). <br />
