E2). <br /> Christoffersen explained that serving this area wi th sani tary <br /> sewer is a problem; indicated an approximate 70 I wide drainage <br /> channel cutting th rough the DeCoster parcel and extending to the <br /> south; noted that it is difficult to determine how much of the <br /> area can be developed. It was noted that the DeCoster property <br /> is zoned B-1, the remainder of the un-served area is residen- <br /> tially zoned. <br /> Christoffersen said the exis t ing sewer on County E2 is very shal- . <br /> low; sewe r service alternatives would be a pumping station to <br /> se rve the DeCoster property only, or a pumping station to serve <br /> the entire area not now served with sewer. (Current reques t does <br /> not include 35% of the property owners). The cost of a lift <br /> station waa estimated at $50,000 - $60,000. <br /> After discussion, Counci 1 concurred that more information is needed <br /> in orde r to determine extent of sewer/water study in the ares, and <br /> City's obligation to. the subject property re lati ve to provision of <br /> sewer and water. <br /> County Road E - Status Report <br /> Christoffersen reported that sidewalk plans are nea r completion <br /> for submission to the Stste; noted that an additional median is <br /> proposed by the County and State for better traffic control at <br /> the bridge, providing a left turn to Connelly Ave. snd a right turn <br /> to Highway 51; plans will be read, for review at the next Council <br /> meeting, prior to sending to the State and County. <br /> REPORT OF VILLAGE PLANNER ORLYN MILLER <br /> Case No. 81-32, Side Setback Vsriance - Dsle Eickelberg. <br /> 1866 Edgewater Avenue <br /> Council waa referred to Planning Memo of 10-27-81, Planning COII- <br /> mission recommendations (Minutes of Nov. 4th) Bosrd of Appeals <br /> Report (11-7) and to transparencies of the subject lot and s ur- <br /> rounding area. <br /> Killer briefly reviewe d the proposed addi lion to the existing <br /> garage and house, and repor ted that the Board of Appeals and Plan- <br /> ning Commiasion recollmend approval of the propoa ed addition, as <br /> reques ted, based on the hardship re as ons outlined. <br /> After discussion, Hollenhorst moved, seconded by McAllister that <br /> Council approve the 20 ' sideyard setback variance required for <br /> the proposed garage and living space expansion (Case No. 81-32) , <br /> based on the hardllhip of the lot configuration. Motion carried <br /> unanimously (4-0) . <br /> Case No. 81-33, Site Plan Review - Addition to Seminary Library <br /> at Be the 1 College and Seminary <br /> Council was referred to Planning Memo 00-28-81) and to the campus . <br /> master plan on which Miller indicated the location of the proposed <br /> library addi tion. <br /> Dave Lissner (Bethel College) , and Architect Dick Cottle, des cribe d <br /> the proposed library structure on whi ch Lissner said they would <br /> like to start construction in early December. <br /> Johnson moved, seconded by llollenhorst, that Counci 1 approve issu- <br /> ance of a Building Permit for the Addition to the Seminary Library <br /> in accordance with plans s ublli t ted (received 10-26-81).
