<br /> ------ <br /> r _ , <br />Minutes of Regular Council Meeting October 13, 1981 <br />Wayne Leonard, Ramsey County Coordinating Engineer, explained <br />that the County will write the necessary easements; City is to <br />acqui re the easements; County will assist the City; costs associ- <br />ated with acquiring easements are the City's; City will own oper- <br />ate and maintain the eaaements. <br />Leonard explained that the County would like to award the con- <br />tract in early spring 1982 (April); after plans and specs are <br />approved by Arden Rills and Shoreview, they will be submitted to <br />MnDot and the County Board for approval (about 45 to 60 days); <br />noted that another 45 will be requi red to award the contract; <br />an ticipates 4 to 6 months from time Aiden Hills and Shoreview <br />approves the plans to award of contract. <br />After discussion, Johnson moved, seconded by McAllister, that . <br />Council schedule a Public Hearing on Monday November 30, 1981, <br />relative to the Ramsey County Lexington Ave. Improvemen t, Grey <br />Fox Road to County Road F. Motion carried unanimously (4-0). <br />(Estimate cost of project - $1,140,000 - Arden Hills estimated <br />cos t for curb and gutter - $18,850.) <br />Resolution No. 81-74 <br />Johnson moved, seconded by Wingert, thst Council adopt Resolution <br />No. 81-74, RESOLUTION ORDERING FEASIBILITY REPORT RE LEXINGTON <br />AVE. CURB AND GUTTER (IMPR. P81-4). Motion carried unanimously <br />(4- 0) . <br />Improvemen t No. SS-W-P-ST81-3, Arden Oaks <br />Council wss re ferred to Feasibility Report of Improvement No. SS- <br />W-P-ST81-3 re installation of streets and utilities to serve Arden <br />Oak a Addition, and streets and utilities up to the proposed plat. <br />It was noted that the total cost of the improvement is esUmated <br />at $648,665. Developer Laughinghouse said it is feasible to <br />proceed with the improvement; does not feel the costs of bringing <br />the utilities to the plat should be charged to the plat. It was <br />noted that the lots outside the plst (on Wesley & Old Hwy. 10) <br />are anticipated to benefit and therefore be assessed. <br />After discussion, Wingertmoved, seconded by McAllister, that <br />Council adopt Resolution No. 81-67, ACCEPTING THE FEASIBILITY <br />REPORT RE IMPROVEMENT NO. SS-W-P-ST81-3 and schedule a Public <br />Hearing on November 30, 1981. Motion carried unanimously. (4-0). <br />Hunters Park Drainage Pond Abutting 1151 Tiller Lane <br />Christoffersen reported that he and Johansen looked at the pond <br />area; possibly some erosion has taken place, but very little dam- <br />age, if any"was noted to the surrounding property. Christoffersen <br />said it appears the easement is some distance from the complain- <br />ant's property. Christoffersen reported some erosion in the chan- <br />nel, but sees no real problem at this time; noted that existing <br />vegetation growth helps prevent erosion. It was suggested that <br />coaplainant be advised of the Engineer's findings and requeat that <br />he notify Council if the situation should change. <br />Resolution No. 81-70 . InitiatinR Estsblishment of Public Railroad <br />Crossing of Soo Line Spur Tracks on Grey Fox Road <br />In discussion, it was noted that the resolution requests Sta~e <br />approval of the railroad crossing; does not commit the City to <br />pursue the crossing. <br /> -2- <br />
