'" Minutes of Regular Council Meeting Village of Arden Hills Monday, August 31, 1981 - 7:30 p.m. Village Hall Call to Order Pursuant to due call, Mayor Woodburn called the meeting to order at 7:30 p.m. Roll Call Present - Mayor Fobert Woodburn, Councilmen Maurice Johnson, Diane McAllister, James Wingert, Janet Hollenhorst. ~ Absent - None Also Present - Engineer Donald Christoffersen, Treasurer Donald Lamb, Parks Director John Buckley, Clerk Admin- istrator Charlotte McNiesh, Deputy Clerk Dorothy Zehm. None REPORT OF PARK DIRECTOR JOHN BVCKLEY Arden Oaks Park Dedication Council was referred to Minutes of the Park and Fecreation Com- mittee (8-11-81). Buckley reported that the developer proposes to dedicate a tot lot at the Wesley Avenue access to the development, or in the northeast corner near (and including) the swamp area; reported that the northeast corner was not acceptable because of its location and terrain. Buckley reported that the committee felt that more land is needed than proposed in order to provide for a multi-purpose park; recommends that lots 16, 17 and 18 (about 1~ acres) be dedicated with the balance of the dedication in cash. Buckley said a 4 to 5 acre park is desirable for this area (development is approximately 21 acres which results in a 2.1 acre dedication requirement.) In discussion, it was queried why 1.5 acres is deemed sufficient if a larger park is needed; also asked how park area is proposed to be developed. Buckley said a neighborhood park is proposed, which would include some type of play structure, a hard court area and possibly a small flat area for soccer, softball, frisbees etc; propose to not improve until neighborhood input is received. . Buckley reported that the City Planner suggested the area between Pascal and Wesley (south central portion of the development) for park, which would permit Pascal Ave. park access, with the turn- around inside the park, incorporate the pond to the east at Wesley and provide a buffer between the two residential areas (existing and proposed). Buckley noted that this area is heavily treed, providing the most desirable lots for the developer; noted that the Parks Committee desires to obtain as much acreage as possible and not "swamp the ship". Noted that 2.1 acres will meet more of the neighborhood demands; alternative is to take as much acreage as we can and take the balanee in cash, plus possibly rough grad- ing of the park as satisfaction of the park dedication. Some of the concerns expressed were: 1. Is 1.5 acres a compromise? 2. What size and shape park is needed and for what pu~pose? This would seem to determine its location.
