Is acreage needed for residents south of County Road <br />E as well? <br /> <br />Buckley said the Committee is not satisfied with the tot lot pro- <br />posal or swamp area; want as much acreage as pnssible to accom- <br />modate a climbing structure, a hard surface for shooting basket <br />etc. and a flat area for ball etc. Buckley said he does not think <br />the residents south of County Pd. E would use the park except <br />possibly trails or a possible nature area. <br /> <br />Cummings Park <br />Buckley reported that a Park Consultant is desired for development <br />of Cummings Park to provide engineerinp; expertise; desire a master <br />plan for the park and blue prints for its development. Buckley ~ <br />said he can supply the concept plan, which has been done, but not <br />the engineering plan. <br /> <br />Council was referred to quotes received from various consultants <br />on specifications proposed by Wehrman Consultants. Committee <br />recommends that Wehrman be hired as consultant for development of <br />Cummings Park at $3,670. Buckley said it is anticipated that <br />drawings could be prepared this winter and bids awarded in time <br />for early spring grading of the ball fields. <br /> <br />Miscellaneous Parks <br />1. Climbing Structure at Perry Park is huge and beautiful; <br />queried 272 hours to install same. Buckley said the instal- <br />lation was time consuming and could not have been accomplished <br />without the caliber of college age personnel employed this <br />summer. <br /> <br />2. Status of City trail system - Buckley reported that the <br />Chatham area trail is in; trail to Cummings Park from Floral <br />Park has not been accomplished to date; noted that it is <br />important to identify the trails prior to home construction <br />in new areas. Reported that no trails have been constructed <br />this summer. Buckley noted that the trails are primarily <br />used by adults. <br /> <br />3. Hiring procedure - Council requested that it be advised of <br />the number of employees needed, and the proposed hourly <br />rate, at least one Council meeting in advance of hiring. <br />Buckley concurred that he could provide Council with the <br />skill level, number of employees needed, the hourly rate and <br />in most instances, the ~ames prior to hiring personnel. <br /> <br />Resolution No. 81-56, Adopting and Confirminp; Assessments for <br />Improvement No. SS-W-80-2 (Kenna Addition) <br /> <br />Mayor Woodburn opened the Public Hearing at 8:00 p.m. <br /> <br />Clerk Administrator McNiesh verified that the Notice of H~arinp; <br />was published in the New Brighton Bulletin on August 13th and <br />mailed to affected property owners on August 12th. Christoffersen <br />explained that sanitary sewer and water services were extended <br />to the 3 lots (Kenna Addition) and the assessment is proposed for 4It <br />all 3 lots On a unit basis. McNiesh explained that assessments <br />are 15 installments @ 8% interest, with the first installment pay- <br />able with taxes in 1982. McNiesh advised that prepayment of the <br />assessment (at least ~ or entire assessment) may be made within <br />30 days without interest, prior to certification to Ramsey County. <br /> <br />After determining that no comments were received by mail, and that <br />there were no comments from the floor, the Public Hearing was <br />closed at 8:05 p.m. <br /> <br />McAllister moved, Seconded by Wingert, that Council pass RESOLUTION <br />NO. 81-56, ADOPTING AND CONFIRMING ASSESSMENTS FOR IMPROVEMENT <br />NO.
