<br />Minutes of Regular Council Meeting <br /> <br />August 10, 1981 ." <br /> <br />Mrs. Krlvit said she lives on the north shore of lake Josephine; recal Is that <br />when the public beach was put In, there was a stipulation that there would not <br />be a boat access - the lake Is too sma I I. Mrs. Krlvlt said it was an unsafe <br />situation then and would be an unsafe situation now. <br /> <br />Judy (Inaudible) asked if studies have been made relative to pollution or <br />traffic Increase, with the addition of a boat ramp. Miller said he was not <br />aware of any such study; no specific projections have been made except that <br />It Is considered unlikely that al I boat trailer parking spaces would be utilized <br />at the same time. <br /> <br />Some of the comments from the floor were: <br /> <br />I. If more than three skiers are on the lake at one time, <br />they're in serious trouble. <br />2. Rule establ ished ~ow by lake residents Is that skiers <br />circle the lake counter-clockwise; publ ic would not know <br />of this rule. <br />3. Situation Is almost unsafe the way It Is now; probably <br />should permit only canoes and sail boats, which probably <br />cannot be done - If one type of boat Is al lowed, you <br />must al low al I types. <br /> <br />. <br /> <br />Bruce Fehr said the lake is border I Ine now for safety because of too many boats; <br />there are more boats now than the lake can handle. <br /> <br />AI Olen, corner of Hamllne and Ingerson, said that If big power boats are per- <br />mitted, a real danger would be created. <br /> <br />After discussion, McAllister moved, seconded by Wingert, that Council authorize <br />preparation of a resolution opposing the proposed plan for development of <br />a public boat access on lake Josephine. Motion carried unanimously. (4-0) <br /> <br />(Copies of Resolution to be sent to Commissioner Orth, Bernie Edmonds (Ramsey <br />County Parks Department) and to the City of Rosevllle). <br /> <br />Clarifications Relative to Amended Permanent Special Use Permit - <br />Bethel Colle e <br />Miller explained that the percentage of 15 does not Include the athletic com- <br />plex; upon closer check, existing coverage (buildings, drives, parking, etc.) <br />is closer to 12%; with the athletic complex, coverage it is 15%+; Miller ex- <br />plained that 25% coverage was considered appropriate f$r full development; noted <br />that 25% pertains to land area and is not considered extensive. <br /> <br />After discussion, Councl I concurred with the Amended Special Use Permit as <br />drafted. <br /> <br />Other Business <br /> <br />Reconsideration of Resolution No. 81-52, Ordering Preparation of Proposed <br />Assessment, P-80-I, County Road E <br />Woodburn moved, seconded by Wingert, that Council reconsider the motion approving <br />Resolution No. 81-52, In part. Motion carried unanimously. (4-0) <br /> <br />After discussion, Council generally concurred that it would be more appropriate <br />to use the MSA monies as part of the City's share after the 50/50 split of the <br />I~provement costs. ... <br /> <br />Hol lenhorst moved, seconded by McAllister, that Council amend the ~tlon approv- <br />ing Resolution No. 81-52, changing it to read that the assessments wlJ I apply <br />to frontage and square footage as previously del ineated, and changing the fund- <br />Ing spl it so that 50% is apportioned to assessments and 50% to the City, with <br />available MSA funds to be appl led to the Village portion. Motion carried unani- <br />mously. (4-0) <br /> <br />Belair Builders Request for Time Extensions <br />Council was referred to letters from BelaIr Builders, Inc. of 7-29-81 and 8-4-81 <br />requesting an additional 90 days for final plat approval and an eighteen month <br />extension for payment of the balance of park dedication for Janet Estates. <br /> <br />-2- <br />
