<br />J <br /> <br />Minutes of Regular Council Meeting <br /> <br />August 10, 1981 <br /> <br />After discussion, Wingert moved, seconded by McAllister, that Council grant <br />an extension to December 8, 1981 for filing the final plat of the amended <br />Janet Estates plat, as requested. Motion carried unanimously. (4-0) <br /> <br />Wingert moved, seconded by Woodburn, that Council grant an extension for pay- <br />ment of the balance of park dedication for Janet Estates to December 8, 1981. <br />Motion carried unamously. (4-0) <br /> <br />. <br /> <br />Request to Amend Sunday On-Sale Liquor Ordinance <br />Counci r was referred to letter from McGuire's Inn (8-4-81) requesting Council's <br />consideration of recent legislation al lowing on-sale liquor sales on Sundays <br />beginning at 10:00 a.m. In places where food is served. <br /> <br />Wingert moved, seconded by McAllister, that Council Introduce Ordinance No. 220 <br />by title, AN ORDINANCE AMENDING SECTION 3-16(c) OF THE ARDEN HILLS CITY CODE <br />RELATING TO SUNDAY ON-SALE LIQUOR. Motion carried unanimously. (4-0) <br /> <br />Parks Director Job Description <br />Council was referred to memo from Councilman McAllister and attached description <br />of the position of Parks Director for Council's consideration and In-put. <br /> <br />In discussion, the fol lowing comments were made: <br /> <br />I. Forester Is a separate title - not necessarily the Parks <br />D I rector. <br /> <br />2. Second paragraph of Primary Objective of Position should be amended <br />to read "To develop'and maintain an adequate park and trail system <br />with the necessary facl I. itles according to the City's park plan". . <br /> <br />3. Under Major Areas of Accountabll ity, change No.8, second sentence, <br />ta read' "Selects, trains and evaluates all department employees". <br /> <br />4. Extent of Supervision Provided - amend to read "Works under the <br />general supervision of the Mayor and Council" (omit balance of <br />sentence. <br /> <br />5. Queried the meaning of "Provides emergency cal I coverage as <br />required" (Page 3 - Responsibility for Public Contact). <br /> <br />6. Supervision of Others - amended as follows: <br /> <br />"Provides supervision for all personnel assigned to II <br />Park Maintenance, Self-Sustaining Recreation Programs. <br />( "VI J T I)'.. 11 P ~ .., tr 1.__ 1111_ _r <br />C-. __I..., 111. <br /> <br />Council discussed procedure for evaluation of the performance of al I Vii lage <br />personnel, on an annual basis. McNlesh was requested to obtain some sample <br />evaluation forms which might be appropriate for City use. Council concurred <br />that the evaluation should be completed before the end of the year; tabled <br />discussion pending consideration of forms at a later meeting. <br /> <br />. <br /> <br />REPORT OF CLERK ADMINISTRATOR CHARLOTTE McNIESH <br /> <br />Resolution No. 81-54, Ordering Assessment Hearing for Improvement <br />No. 55-W-80-2 (Kenna Addition) on Auqust 31st <br />Wingert moved, seconded by Hol lenhorst, that Council adopt Resolution No. 81-54, <br />ORDERING HEARING FOR iMPROVEMENT NO. 55-W-80-2 (KENNA ADDITION) ON AUGUST 31ST. <br />Motion carried unanimously. (4-0) <br /> <br />(It was noted that the Engineer has advised the developer of the 100% assessment.) <br /> <br />Claims and Payroll <br />Wingert moved, seconded by Hollenhorst, that Council approve the Claims and <br />Payroll as submitted.
