'> Minutes of Regular Council Meeting Village of Arden Hills Monday, July 27, 1981 - 7:30 p.m. Call to Order Pursuant to due call and notice thereof, Mayor Woodburn called the meeting to order at 7:30 p.m. Roll Call Presen t - Mayor Robert Woodburn, Councilmen Janet Hollenhorst, James Wingert, Diane McAllister, Maurice Johnson Absen t - None Also Present - Treasurer Donald Lamb, Engineer Donald Christoffersen, Clerk Administrator Charlotte McNiesh, Deputy Clerk Dorothy Zehm Approval of Minutes Wingert moved, seconded by Johnson, that Council approve the Minutes of the Regular Council Meeting of July 13, 1981 as sub- mitted. Motion carried unanimously. Business from the Floor None Public Hearin& (7:37 p.m.) Proposed Vacation of Service Drive Adjacent to Hamline Avenue North Lying South of th~ Westerly Terminus of Tiller Lane Mayor Woodburn opened the hesring at 7:37 p.m. and Clerk Admini- strator McNiesh verified publication of the Notice of Hearing in the New Brighton Bulletin on July 2nd and July 9th; also verified that the Notice was posted at three locations in Arden Hills: Ramsey County Library, Tony Schmidt Park snd the Village Hall. In Favor Mr. Ron Christianson spoke in favor of the vscation of the service drive, which will be consolidated with the westerly lot of Christ- ianson's First Addition to enlarge area for water storage and utilization by the residential lot. Opposed None Johnson moved, seconded by McAllister, that Council approve Resolu- tion No. 81-50, A RESOLUTION VACATING THE SERVICE DRIVE ADJACENT TO HAMLINE AVENUE NORTH LYING SOUTH OF THE WESTERLY TERMINUS OF TILLER LANE. Motion carried unanimously. REPORT OF VILLAGE ENGINEER DONALD CHRISTOFFERSEN Resolution No, 81-51, Ordering Preparation of Proposed Assessment for Improvement No. SS-W80-2 (Kenna Addition) McAllister moved, seconded by Wingert, that Council approve Resol- ution No. 81-51, ORDERING PREPARATION OF PROPOSED ASSESSMENT FOR IMPROVEMENT NO. SS-W80-2 (Kenna Addition). Motion carried unanimously. Resolution No. 81-52, Ordering Preparation of Proposed Assessment for Improvement No. P-80-l (County Road E) Council discussed plan items which could be added to the proposed assessment, e.g.. sidewalks, planner costs for plan preparation, landscaping and berming. It was noted that assessment can be reduced, but not increased without another hearing. After review of the plan and anticipated costs, Council discussed how to assess thi benefitted properties and the appropriate per- cent of cost to be assessed. .
