<br />.J <br /> <br />. <br /> <br />'> <br /> <br />Minutes of Regular Council Meeting <br />Village of Arden Hills <br />Monday, July 27, 1981 - 7:30 p.m. <br /> <br />Call to Order <br />Pursuant to due call and notice thereof, Mayor Woodburn called <br />the meeting to order at 7:30 p.m. <br /> <br />Roll Call <br />Presen t <br /> <br />- Mayor Robert Woodburn, Councilmen Janet Hollenhorst, <br />James Wingert, Diane McAllister, Maurice Johnson <br /> <br />Absen t <br /> <br />- None <br /> <br />Also Present - Treasurer Donald Lamb, Engineer Donald Christoffersen, <br />Clerk Administrator Charlotte McNiesh, Deputy Clerk <br />Dorothy Zehm <br /> <br />Approval of Minutes <br />Wingert moved, seconded by Johnson, that Council approve the <br />Minutes of the Regular Council Meeting of July 13, 1981 as sub- <br />mitted. Motion carried unanimously. <br /> <br />Business from the Floor <br />None <br /> <br />Public Hearin& (7:37 p.m.) <br />Proposed Vacation of Service Drive Adjacent to Hamline Avenue <br />North Lying South of th~ Westerly Terminus of Tiller Lane <br />Mayor Woodburn opened the hesring at 7:37 p.m. and Clerk Admini- <br />strator McNiesh verified publication of the Notice of Hearing <br />in the New Brighton Bulletin on July 2nd and July 9th; also <br />verified that the Notice was posted at three locations in Arden <br />Hills: Ramsey County Library, Tony Schmidt Park snd the Village <br />Hall. <br /> <br />In Favor <br />Mr. Ron Christianson spoke in favor of the vscation of the service <br />drive, which will be consolidated with the westerly lot of Christ- <br />ianson's First Addition to enlarge area for water storage and <br />utilization by the residential lot. <br /> <br />Opposed <br />None <br /> <br />Johnson moved, seconded by McAllister, that Council approve Resolu- <br />tion No. 81-50, A RESOLUTION VACATING THE SERVICE DRIVE ADJACENT <br />TO HAMLINE AVENUE NORTH LYING SOUTH OF THE WESTERLY TERMINUS OF <br />TILLER LANE. Motion carried unanimously. <br /> <br />REPORT OF VILLAGE ENGINEER DONALD CHRISTOFFERSEN <br /> <br />Resolution No, 81-51, Ordering Preparation of Proposed Assessment <br />for Improvement No. SS-W80-2 (Kenna Addition) <br />McAllister moved, seconded by Wingert, that Council approve Resol- <br />ution No. 81-51, ORDERING PREPARATION OF PROPOSED ASSESSMENT FOR <br />IMPROVEMENT NO. SS-W80-2 (Kenna Addition). Motion carried unanimously. <br /> <br />Resolution No. 81-52, Ordering Preparation of Proposed Assessment <br />for Improvement No. P-80-l (County Road E) <br />Council discussed plan items which could be added to the proposed <br />assessment, e.g.. sidewalks, planner costs for plan preparation, <br />landscaping and berming. It was noted that assessment can be <br />reduced, but not increased without another hearing. <br /> <br />After review of the plan and anticipated costs, Council discussed <br />how to assess thi benefitted properties and the appropriate per- <br />cent of cost to be assessed. <br /> <br />. <br />
