Motion was seconded by Wingert <br />and carried (Johnson, Wingert, Hollenhorst voting in favor of the <br />motion; McAllister and Woodburn voting in opposition). (3-2) <br /> <br />In further discussion, Wingert suggested that Council establish <br />the following baais for assessment on bo~h area and front footage; <br />"',iJJ~ the front footage be the first 200 ft. in depth from the <br />~J_J' f~~ne of County Road E, and that the area for acreage assesa- <br />ment be in general an additional 400 ft. deep beyond that 200 ft., <br />except'in the case of the north .ide where the line is the Soo <br />Line track, and that the relative ratio contribution be 8 to 1 <br />between frontage and acreage. . <br /> <br />Wingert moved, seconded by Johnson, that Council assess 88.9% of <br />50% of the cost of the project minus the s~ate aid'funds applied <br />to the front footage; the re'm~ofder 11.1% to be assessed on the <br />acreage basis from 200 ft.to ft. behind the front footage <br />with the northerly boundary to be cut at an angle by the Soo Line, <br />not to exceed 600 ft. for the aCT~age at both the north and south <br />boundaries. <br /> <br />Johnson moved to amend the motion to read 85% and 15%. Amendment <br />was seconded by Hollenhorst and carried unanimously. P-80-l (COUNTY ROAD E). <br />(5-0) <br /> <br />~hat Council adopt Resolu- <br />PROPOSED ASSESSMENT FOR <br />Motion carried unanimously. <br /> <br />Status Report - RCWD Permit Approval, Improvement No. ST-8l-2 <br />(Lexington!694 Drainage) <br />It was reported that RCWD has approved the project, subject to <br />five items which are relatively minor. The major item is to pro- <br />tect downstresm facilities in case of overflow. Christoffersen <br />noted that the adjustment can be effected within the original <br />feasibility report estimate; noted that the Engineer's letter to <br />Council relative to engineering fees does not include the Pre- <br />liminary Report (1974). <br /> <br />Request re Diseased Tree Removal - Marc and Helen Schmidt <br />Council was r~ferred to letter from Marc and Helen Schmidt (7-17-81). <br />Helen Schmidt asked Council's consideration of their request to <br />remove their tree under the City's Dutch elm removal policy of 1979, <br />because of the reasons outlined. <br /> <br />MCAllister moved, seconded by Hollenhorst, that Council authorize <br />the removal of the tree under the City's former policy; City to <br />pay cost of removal in excess of $110.00. Motion carried unani- <br />mously. (5-0) <br /> <br />Evenson-Dodge, Inc., Public Finance snd Management - Thomas Bredeson <br />Bredeson distributed copies of a resume of services performed by <br />Evenson-Dodge, Inc., which he briefly outlined, asking for the <br />opportunity to represent Arden Hilla in the bond market and future <br />finance issues. <br /> <br />. <br /> <br />Bredeson, in answer to Treasurer Lamb's inquiry, said he would <br />expect about six bids on the City's bonds; noted that this is never <br />known. <br /> <br />.. <br /> <br />-2- <br />
