. . " Minutes of Regular Council Meeting July 27,1981 August Council Meeting Schedule Council concurred that August Council Meetings be scheduled on August 10th and 31st. Proposed Resolution Relating to Planned Use of Area Designated as Park in the Janet Estates Plat McNiesh explained that the resolution was prepared at the request of RCWD relative to the Valentine Hills No.2 Plat proposal; letter of 7-8-81, advising that Arden Hills does not intend to develop the area designated as a park on the Janet Estates Plat, and advis- ing that the land is intended to be used for open space and storm , drainage was not acceptable. In discussion, it was noted that I. The Comprehensive Development Land Use Plan shows the area as parks and open space and does not indiaate its development for park facilities. 2. The Janet Estates Plat designates the area as "parkfl. 3. RCWD approved the plat with stipulations requiring preservation of a certain per- centage of the marshland and storage capaciti on the prope~ty. Council concurred that McNiesh's letter of 7-8-81 states the intended use of the "pJ"rk" on the Janet Estates Plat; a resolu- tion is not appropriate. Council Reports Wingert reported that todate 10 companies have expressed interest in the North Suburban Cable Commission.a?=1pO. McAllister reported that the Parks Department proposes to spray the parks for dandelions this fall; referred Council to attach- ment to Parks Committee Minutes of 7-14-81 re estimated cost to spray 35 acres @ $250.00. Council authorized the expenditure. Johnson Sign Request Johnson reported that a "No Public Accesslt sign is desired on Shorewood Drive to discourage "temper f1are-upslt when people find there is no access to the lake after driving down Shorewood Drive. Council generally concurred that no attention is paid to signs of this nature. Shoreview Siren Test Johnson reported that the new siren system in Shore view was tested; only about 50% of the people contacted along the Arden Hills easterly boundary reported hearing the siren. Information was referred to Planner Miller. Woodburn asked rationale for request for, consulting serviCe by the Parks Committee for the development of Cummings Park. In discussion it was noted that the City parks customarily are to be designed by the Parks Director, with the aid of the Planner in specific instances, e.g. Hazelnut Park, because of the grade changes involved. It was noted that the Parks Committee has not been authorized to hire a consulting service.
