<br />Minutes of Special Council Meeting <br /> <br />June 22, 1981 <br /> <br />Wingert explained that Arden Hills has participated in the <br />North Suburban Cable Co.-ission, along with the cities of <br />Falcon Heights, Lauderdale, Little Canada, Mounds View, New <br />Brighton, North Oaks, Roseville, St. Anthony and Shoreview; <br />after assessing communication needs, it has been determined <br />to continue the cable franchising process. Wingert explained <br />that the City is the "franchising authority"; therefore, is <br />required to adopt the "Request for Proposals" which is the <br />purpose of tonight's Public Hearing. <br /> <br />. <br /> <br />Wingert explained that, after the Commission reviews the <br />responses, the City can award a franchiae, which will be <br />administered by the Commission; noted that a franchise can <br />only be awarded by the City. <br /> <br />After determining that there were no comments or questions <br />froa the floor, the Public Hearing was closed at 8:)7 p.m. <br /> <br />Wingert moved, seconded by McAllister, that Council adopt <br />Resolution No. 81-41, RESOLUTION ADOPTING A REQUEST FOR PRO- <br />POSALS FOR A CABLE COMMUNICATIONS SYSTEM FOR THE CITY OF <br />ARDEN HILLS. Motion carried unanimously. <br /> <br />Woodburn briefly reviewed the estiaated cost of each project, <br />the potential MSA Funds and suggested amounts to be assessed <br />and aaounts on general taxes, which is estimated to add 1/2 <br />aill on general taxes over a IS-year period. <br /> <br />In discussion, it was noted that there does not appear to be <br />much flexibility. It was queried whether it is essential that <br />Grey Fox Road be extended west of Dunlap. Christoffersen ex- <br />plained that Grey Fox Road is designated as an MSA street; <br />question is, therefore, when to complete it; would have a <br />restoration cost of an estimated $45,000 for only a few years, <br />if Grey Fox Road is not completed now as an MSA atreet; feels <br />it would be best to complete it under one program rather than <br />a segmented program. <br /> <br />. <br /> <br />Grey Fox Road, Improvement No. P81-1, Resolution No. 81-40, <br />Ordering Improvement and Authorizing Preparation of Plans <br />and Specifications <br />Christoffersen explained that specifications for the storm drain- <br />age improvement are dependent upon whether or not the City deter- <br />mines to proceed with the Grey Fox Road Improvement; if it is <br />deterained to not proceed with Grey Fox Road, the storm drainage <br />specifications will include restoration of Grey Fox Road with <br />bituminous surfacing. <br /> <br />Improvement of Grey Fox Road in segmenta was discussed, complet- <br />i ng just the easterly portion now, and the rail crossing and <br />west section at some future time.
