<br />, <br /> <br />. <br /> <br />Minutes of Special Council Meeting <br /> <br />June 22, 1981 <br /> <br />- Area of Edgewater and Glenpaul - sirens audible. <br /> <br />- Arden Manor Mobile Home Court - reported a <br />poor signal - inside and outside; reported <br />doors to public building were not open. <br />(It was Council's underatanding that desig- <br />nated "keyholders" are to open the building <br />for storm emergencies.) <br /> <br />In discussion, it was queried whether sirens really help when <br />radio and television stations are also broadcasting warnings; <br />also noted that storm conditions can be determined by merely <br />looking at the sky. <br /> <br />. <br /> <br />Johnson noted that storms do occur at night; suggested City <br />could probably get reasonable siren coverage by placing two <br />or three small sirens in areas where signal is apparently weak <br />(Wate,r Tower, Arden Manor and Ch atham areas); amoun t budge ted <br />in 1981 would probably be sufficient for at least one siren <br />installation. <br /> <br />Wingert aaid he would be interested in New Brighton's and Shore- <br />view's plans; noted it is difficult to predict what "spillover" <br />there might be. Johnson said he would like to take some immediate <br />action to alert the public; Johnson moved that Council authorize <br />a consultant to work with Village personnel re appropriate siren <br />locations. Motion was seconded by Wingert, with the amendment <br />that a city-wide master plan be developed which would encompass <br />a full Study of where sirens should be, appropriate siren size <br />~ <br />and installation costs. ' Motion carried unanimously. <br /> <br />Civil Defense Committee <br />Johnson noted how encouraging it was to hear, during the recent <br />tornado, that Anoka County and Washington County were ready to <br />help, if needed; suggested Arden Hills designate a place where <br />a command post could be set up in times of emergency; suggested <br />a committee to implement a program for Arden Hills. <br /> <br />In discussion, it was noted that Ramsey County Sheriff would <br />be "in charge" and would set up a command post if needed in <br />Arden Hills. It was noted that it may not be a good idea to <br />assemble untrained people - best way to help is to not get in <br />the ~'!J.;YA~ .,4"";',-,,,"= .. I .'
