<br />Minutes of Regular Council Meeting <br /> <br />June 8, 1981 <br /> <br />Miller said the proposed resubdivision ~eets the criteria established <br />for the few two-family ho~es which have been approved in recent <br />years in Arden Hills; access to the lots requires the use of a <br />single family residential street; off street parking will be looked <br />at when site and building plans are reviewed. <br />, <br /> <br />McAllister moved"seconded II.Y ,Wingert, that Council approve the <br />Preliminary Plat of the resubdivision of Janet Estates, providing <br />two lots for two-family dwellings, subject to adjustment of the <br />lot line between Lota '5 and 6 so both Iota will meet the required <br />95' width at the 40' setback line. Motion carried (McAllister, <br />Wingert, Hollenhorst, Woodburn voting in favor of the motion; . <br />Johnson voting in opposition). <br /> <br />Case No. 81-16, Preliminary Plat - <br />Arden Hills Corporate Center <br />Council waa referred to a transparency of the proposed Preliminary <br />Plat of the six-lot Arden Hilla Corporate Center at Hamline Avenue <br />and Highway 96 (5.81 acres). In review of the development plan <br />proposed, Miller noted that the proposed lots exceed the minimum ar.a <br />and dimensional requirements of the B-1 District; primary concerns <br />are aite access and circulation; noted that he and the City Engin- <br />eer recommend only one access point on Highway 96 (two propoaed), <br />allowing circulation from the Hamline Avenue access to the Highway <br />96 access across the lots by means of easements. <br /> <br />Steve Hage showed an alternste development plan providing thru- <br />traffic within the site, Vith two access points on Highway 96; said <br />they propose to develop the west end first and will need an accesa <br />for thia and the second building; propose a second access when the <br />third building is built, if necessary. Hage displayed a rendering <br />of the proposed buildings which are one-story brick with cedar <br />roof shakes; colors are to be earth tones; buildings are residential <br />in flavor to harmonize with the neighborhood. <br /> <br />In diSCUSSion, it was noted that MN DOT has indicated it will <br />accept the two accesses onto Highway 96 as proposed, with the <br />easterly access at least 400 feet fro. the Hamline Avenue inter- <br />section. Miller noted that a Highway 96 median crosa-over at <br />the Highway 96 access point and thru-traffic on the site would be <br />preferred, but the provision of an additional medisn crosa-over <br />is not likely; the possibility of a combined City/corporate office <br />center median cross-over was suggested, but was not considered a <br />practical solution. <br /> <br />Miller explained that the Hamline Avenue access will be provided <br />as proposed on the site plan when the site plan comes in and the <br />development proceeds. Two 'concerns.... noted regarding the <br />Ha.1ine Avenue access were that it should be wide and as far from <br />the Highway 96 intersection as possible. <br /> <br />In discussion regarding park de,dication and the City's deaire to <br />landscape along its east property line, Miller suggested thst <br />the City determine whether or not additional land is needed by . <br />the City; noted that if B-1 District land is purchaaed or dedi- <br />cated to the City, the building setback requirement for the west <br />office building is 20'; if the City does not acquire additional <br />land, the building setback requirement is 75' because the site <br />will abut a residential zoning district. Miller noted that the <br />City's storage bins for aggregate, salt, etc. are only a few feet <br />from its east property line; re.arked that it is inevitable that <br />these materials will spillover the top of the bins when loading <br />and unloading; repprted that a study of Village property needs <br />indicated that the existing site is adequate including foresee- <br />ab Ie expans ion. <br /> <br />-4- <br />
