<br />Minutea of Regular Council Meeting <br /> <br />June 8, 1981 <br /> <br />It waa atated by Leonard Grudnoake (land owner) tbat be feela <br />tbb property baa paid ita "due" to tbe City; was cbanged fro. <br />co..ercial to residentiel and back again to commerciel; would <br />like tbe City to work with tbe developer to accomplisb tbis <br />develop.ent w~icb aeems suitable for tbia site. <br /> <br />. <br /> <br />Wingert noted tbat a buffer is autually needed between tbe City'a <br />property and tbe propoeed office developaent; agreea tbat tbe City <br />ia probably not tbe aoat desirable neigbbor; Council accepta tbe <br />fact tbat we ahould work togetber; suggested tbat tbe plan abould <br />be considered witb tbe needs of tbe City and developer in .ind; <br />atated that it appears tbe City needs 20' to 40' for truck .aneuv- <br />ering and buffering (Johansen ae.o); feels a 20' setback would be <br />acceptable to the City; tbe 75' setback would not be required if <br />e land dedication ia required by the City; noted tbat if City takea <br />40', the site aay not provide for six buildinga, posaibly five on <br />alightly larger lots. <br /> <br />Hage noted tbat the alternate plan, presented tonight, is intended <br />to ainiaize parking in tbe rear of the site; Hage aaid the proposed <br />landscape plan provides tbe needed screening in the 50' to 60' <br />area between the west building and property line. <br /> <br />In discussion of land needed for City aaneuvering rooa and aain- <br />tenance, it was noted that 20't ia indicated by Johan.en, if the <br />alope between the properties is miniaized. Hage said 20' would not <br />inpact on the six-lot developaent. It was noted that a landscape <br />buffer is required between resid~~~~l.and co..ercial districts. <br />A 20' land "swap" waa suggested,:i'fil~afflfaction of the park dedica- <br />tion requirement, providing a 20' buffer between the B-1 and R-l; <br />developer wou~d be responsible for the buffer area unless this <br />responsibility is waived by tbe City; landscaping of the buffer to <br />be in accordance witb an approved landscape plan. <br /> <br />Council action regarding the Preliainary Plat was tabled until <br />the nextLaeeting, pending tbe developer'. reaction to tbe auggested <br />20' wide buffer dedication and reaponse to traffic concerna. <br /> <br />Case No. 81-17, A.ended Special Use Perait for <br />Bethel ColleRe <br />Killer explained that Betbel College haa re-atudied and aade ao.e <br />changea in its proposed aouth ca.pus plan; since the campua ia <br />currently under a Special Use Permit, an amendaent to thia per.it <br />will be necessary to incorporate the up-dated Caapus Kaster Plan. <br />Killer noted that basic approval of building locstions and usea <br />is requested at tonigbt's .eeting; no building or grading plan <br />approval at tbia time. <br /> <br />. <br /> <br />Dave Lissner (Bethel College) noted one change in tbe north campua <br />portion of the plan, changing the propoaed expansion of the library; <br />now propose two smaller additions (one library and one non-library). <br />Lisaner explained that the roadway loop in the soutb campus is .ore <br />precisely located than on the previous plan; all buildings were <br />sbown before, but are now more precisely located. <br /> <br />Lissner noted that the Betbel property west of Old Higbway 10 <br />(approximately 7 acres) is not a part of the Special Use Permit; <br />uaes shown on the previous plan were residential/atbletic fields; <br />now propose atbletic field use (probably not reaidential); suggeated <br />this would provide less impact on tbe City's park ayatem. <br /> <br />Lisaner aaid tbe approximate 5-acre Betbel property (northwest corner <br />of Old Highway 10 and County Road E2) probably will never be developed; <br />want tbis for open apace. <br /> <br />-5- <br />
