.'

M!~utes of Regular Council Meeting

May 11, 1981

fall, it could hit only a corner of the Johnson house to the
northeast; said he would assume liability for such an unlikely
occurrenee.

Lambros stated that the tower generator is very quiet; auto.atieal-
ly feathers as it speedsup in strong winds; does not cut in
until 10 mph. Lambros said the specifications for the tower are
available; described the 8-foot pads which support the tower;
suggested that the issue we are addressing is "energy", not the
boathouse and storage buildings he happens to have on. his prop-
erty, allude. to by neighborhood residents.

.

Hrs.Sheehy seid the vacant lot to the west of Lambros is the
besch easement for Arden 3 residents where children play and swim;
is concerned about the safety; opposes the tower height for aes-
thetic and safety reasons.

Shirley Ludlow said we hsve a Zoning Ordinsnce with regulations;
feels they should be enforced; noted that the visibility of the
tower will negatively impact the entire area; feele it is inap-
propriate at this time; concerns of the neighbora should out-.
weigh the whime of Mr. Lambros; the noise factor should definitely
be checked before any consideration of approval.

McAlliater asked how many of the Planning Commission or Council
have actually looked and lietened to a tower in operation; eaid
she went to Plymouth for this purpose and found the tower to be
very quiet - a Redwing Rlackbird covered the noiee of the gener-
ator; is in favor of the wind generator.

Johnson asked whether the tower would have routine inspection and
maintenance? Lambroe said it would be under a yearly .aintenance
progrem; aa.e as painting and roofing your house; said ,the inetal-.
lar/dealer would .aintain the tower on a yearly basis, or twice a
year, if necessary.

Hollenhorst aeked the affect on tbe grid should a breakdown occur.
La.bros said it would not affect the grid; does not interfere with
electric power of other people.

Woodburn queried the economics; appears costa will exceed the
anticipated savings. Johnson suggested that La.bros raduce the
tower height to 80' or less, to just above the tree tops; aeked
if Lambros ie proving a theory that it will work.

Lambroe said he is certain it will work; an 80' tower would sac-
rifice about 20% of the electricity generated by a 100' tower;
tower should bar at 'leastl0 feet above obstacles. Lambros said
he won't "get rich" on it; anticipatee $50 - $60/month from NSP;
cost of tower will be $18,000 - $20,000.

McAllister suggested that the cost of the tower, and whether or
not Lambros' NSP bill is reduced, are not Council's concern; feele
he has a right to do what he wants in hie own yard.

.

Ludlow eaid she strongly disagrees with allowing people to put
things in their yards which are in violation of the ordinances;
feels this is an inappropriate structure at this time and probably
a business venture.

Lambros ssid that the thought has crossed his mind to act as a
Balesman, but this is not germain to the application; might want
to pursue this at a later date.

Miller noted that two variances are involved;

a. setback variance - tower height exceeda the aetback,
as proposed.
b. tower height exceeds height of principle structure.

McAllis te r moved, seconded by Woodburn, that Counci 1 gran t a Special
Use Permit for the wind generator with the following contingenciee:

-5-
