<br />. <br /> <br />Minutes of Regular Council Meeting <br /> <br />. <br /> <br />May 11, 1981. <br /> <br />Dietrich said it is his intent to deed it to someone eventually; <br />stated that the required pond area and trails were discusaed pre- <br />viously as qualifying for psrk dedication - ~oted that there are <br />129.3 acres in this drainage basin, 46.7 acres in Briarknoll, 65% <br />outside of Briarknoll. RCWD determined the acre feet of water <br />storage needed; Briarknoll could have used a considerable percent- <br />age of this for bUilding lots. <br /> <br />Hollenhorst moved, seconded by McAllister that Council approve the <br />Final Plat of Briarknoll Plat Two, subject to: <br /> <br />1. Execution of the Development Agreement and receipt of <br />Letter of Credic. <br />2. Approval of Plans and Specifications for grading, sewer, . <br />water and streets. <br />3. Adjustment of lot lines, Blocks 2 and 3 by reducing <br />Outlot access to 25' width and adding 12~'width to <br />corner lot I, Block 2 and Lot 5, Block 3. <br /> <br />Resolution of park dedication for Briarknoll 1st Addition and <br />Briarknoll Plat Two prior to issuance of Building Permit in <br />Briarknoll, Plat Two. Motion carried unanimously. <br /> <br />Case No. 78 - 35A, Variance - Exiating Temporary Real Estate Sign <br />Miller reviewed the history of the Briarknoll sign proposals; noted <br />that the existing temporary resl estate sign was permitted by <br />Council, prior to adoption of Ord. 216, permit to expire February <br />13, 1981 or until the last home is sold, whichever occurs first. <br />Miller reported that Council extended the permit for this sign <br />until April 30th 1981 with the understanding that the applicant <br />reduce the size of the sign to meet the 32 sq. ft. area maximum <br />(Ord. 216) or apply for a variance for the existing sign. <br /> <br />Miller referred Council to Sketch of the existing sign (48 sq. ft), <br />approximately 9 feet in height, including the support frame; re- <br />ported that the Board of Appeals and Planning Commission recommend <br />Council approval of the existing temporary real estate sign until <br />85% of lots are aold. <br /> <br />Hollenhorst moved, seconded by McAllister, that Council grant <br />approval of the sign area and height variances, permitting the <br />existing temporary real estate sign at Hamline and Colleen Ave. <br />(Briarknoll) until 85% of the lots are sold. Motion carried uaan- <br />imously. <br /> <br />Ordinance No. 218 - Flood Plain Management <br />McAllister moved, seconded by Johnson, that Couneil introduce Ord- <br />inance No. 218 by title, Flood Plain Mansgement Ordinance, City of <br />Arden Hills, Minnesota. Motion carried unani.ously. <br /> <br />REPORT OF VILLAGE TREASURER DONALD LAMB <br /> <br />Investments <br />Treasurer Lamb reported the following inveatments: <br /> <br />4-22-81 $140,000 for 3 months at Northwestern Nstional <br /> Bank, St. Paul @ 15.15%, to mature 7-21-81. <br />5-1-81 $100,000 for 4 mon ths at Northwestern National . <br /> Bank, St. Paul @ 16.05% to mature 8-31-81. <br />5-7-81 $100,000 for 6 mon th s at Fi rs t National Bank, <br /> St. Paul @ 17.65%, to mature 11-3-81. <br /> <br />McAllister moved, seconded by Johnson, that Council ratify the <br />Treasurer's investments. Motion carried unanimously. <br /> <br />OTHER BUSINESS <br /> <br />Slope Easement - Carroll Property, 3131 North Lexington Avenue <br />McAllister moved, seconded by Johnson, that Council accept the <br />Temporary Slope Easement as proposed.
