<br />Minutes of Regular Council Meeting <br /> <br />Ap rll 27, 19.81 <br /> <br />, <br /> <br />REPORT OF VILLAGE ATTORNEY JAMES LYNDEN <br /> <br />Park Ordinance No. 214 <br />Council was referred to a.ended draft of Ordinance No. 214, re- <br />flecting recommendations of the Council, and including revised <br />definition of open space (Section 1.2 c.). Lynden noted that the <br />ordinance draft was forwarded to the Parks Committee for its <br />recommendations to Council. <br /> <br />Parks Committee Chsirman Adele Anderson reported that the Co.mittee <br />recommends a complete ban on beer Dr alcoholiC beverages in the <br />parks for several reasons: <br /> <br />-park meintenance costs <br />-lew enforcement problems <br />-discriminatory to permit its use by certain groups and <br />not others. <br />-makes parks less desireble to more people if drinking is <br />allowed. <br /> <br />. <br /> <br />Roger Droel, 1690 Lake Johsnna Blvd., presented a petition oppos- <br />ing an ordinance which would permit use of alcohol in Arden Hills <br />parks (Petition contained approximately 30 signstures from various <br />areas of Arden Hills). <br /> <br />Droel noted that people living adjacent to the parks oppose alco- <br />hol use in the parks; won't let their children use the parks. <br /> <br />Helene Hass suggested that a cost analysis be obtained from our <br />neighboring Villages that do allow beer in the parks. <br /> <br />After review of the Ordinance, and discussion, Johnson moved, <br />seconded by McAllister, that Council waive the rules, and consider <br />this the final reading. Motion carried unanimously. <br /> <br />McAllister moved, seconded by Johnson, that Council adopt Ordin- <br />ance No. 214, An Ordinance Adopting Regulations Governing The Con- <br />duct of Members of the Public During Their Use And Enjoyment Of <br />The City's Public Parks, amended as follows: <br /> <br />1. Delete Section 3.4 d. and e., <br />(re-lettering balance of 3.4 (p.3) <br />2. Delete Sections 3.6 and 3.7, and re-number <br />balance of Section 3. (p. 4) <br />3. Section 4.l0 be amended by placing s period after <br />Open Space Site (line 4) and deleting balance of <br />paragraph. <br /> <br />Hotion carried unanimously. <br /> <br />Trinity Lutheran Church Parkin~ License A~reement <br />Council was referred to draft of agreement which should incorporate <br />the legal description prepared by Parks Director Buckley. (memo <br />of 4-17-81 - Legal Description of Church Property). <br /> <br />Hollenhorst moved, seconded by McAllister, that Council approve <br />the Parking License between Trinity Lutheran of Lske Johanna and . <br />the City of Arden Hills as emended. Motion carried unanimously. <br /> <br />Shoreview/Arden Hills Joint Powers Agreement <br />Lynden referred Council to his letter of 4-24-81 Re: <br />Avenue and 1-694 Drainage Improvement - Cost Sharing <br />Agreement and attached copy of Jerry Fillvs letter of <br /> <br />Lexington <br />Joint Powers <br />4-22-81. <br /> <br />In discussion, Christoffereen said he is agreesble to Filla'. <br />revised Section 3(b) with the "add on" proposed by Attorney Lynden. <br />Both Lynden and Christoffersen concurred with Filla's revised <br />Section 10. <br /> <br />Johnson moved, seconded by Hollenhorst, that Council approve the <br />Cost Sharing Joint Power Agreement as outline in Lynden's letter <br />of 4/24/81. end authorize execution of all necessary documents by <br />the Acting Mayor and Clerk Administrator. Motion carried unan- <br />imously. <br /> <br />-2- <br />
