, '" Minutes of Regular Council Meeting Village of Arden Hills Monday, April 13, 1981 - 7:30 p.m. Village Hall Call to Order Pursuant to due cal1 and notice thereof, Mayor Crichton called the meeting to order at 7:30 p.m. Roll Call Present - Mayor Charlie Crichton, Councilmen Janet Hollenhorst. Robert Woodburn, Diane McAl1ister, Maurice Johnson. Absent - None . Also Present - Village Attorney James Lynden. Engineer Donald Christoffersen, Treasurer Donald Lamb, Clerk Administrator Charlotte McNiesh, Deputy Clerk Dorothy Zehm. Approval of Minutes McAllister moved. seconded by Hollenhorst. that the Minutes of the March 23rd Council Meeting be approved as amended. and the Minutes of the March 30th Council Meeting be approved as submitted. Motion carried unanimously. Business from the Floor None REPORT OF VILLAGE ATTORNEY JAMES LYNDEN Lexington Avenue/694 Drainage Improvement Council was referred to Lynden's letters of 4-8-81 and 4-10-81 re Lexington Avenue Storm Drainage Project ST 81-2, and attached letter from Shoreview Attorney Jerome P. Filla re Lexington Avenue and 1- 694 Drainage Improvement Cost Sharing Joint Powers Agreement. In discussion of Lynden's letter of 4-8-81 re assessment procedures. Lynden suggested that Council confer with Bond Consultant Popovich re development of city strategy for calculating assessment. to be levied on benefitted properties. Johnson asked about the "delay factor" the city may face because Shoreview wishes to conduct its assessment hearing before it de- cides to go ahead with the project. The project time schedule was explained by Christoffersen. lie re- ported that Shoreview has scheduled a Public Improvement Hearing on April 20th; if improvement is ordered. the next step would be to order preparation of plans and specifications and advertise and receive bids; upon receipt of bids, Shoreview wants to then hold an Assessment Hearing based on the bids (this would be 3 to 4 weeks after bids are received). . Crichton noted that Arden Hills has customarily proceeded with the project, and after all the bids are in, hold an assessment hearing and spread the costs; noted that if this Council wishes to change this policy to that suggested by Shoreview, it may; noted that there may be some delay in the time schedule whether or not Arden Hills proceeds this way. Christoffersen noted that this delay has been built into his sched- ule (Shoreview to hold assessment hearing, then wait 30 days before award of the contract). McAllister suggested that Arden Hills adopt the same procedure; prefers to know how the project will be paid for before ordering the improvement; feels that the property owners would also like to know the percentage they are going [0 be assessed.
